which I say will not be lightly or frivolously
exercised.
I would urge you, therefore, to oppose
and to reject the amendment.
THE CHAIRMAN: Does any delegate
desire to speak in favor of the amendment?

DELEGATE H. TAYLOR: Mr. Chair-
man, will the Chairman of the Legislative
Branch Committee yield to a question?
THE CHAIRMAN: Delegate Gallagher,
do you yield to a question?
DELEGATE GALLAGHER: I will, sir.
THE CHAIRMAN: Delegate Taylor.
DELEGATE H. TAYLOR: Is there any
limit on the time of the special session?
DELEGATE GALLAGHER: There is-
no limit on the time of the special session.
THE CHAIRMAN: Delegate Taylor.
DELEGATE H. TAYLOR: Delegate
Gallagher, would this not allow the Gen-
eral Assembly, if it wanted to, to do every-
thing that we denied them the right to by
striking out the prior amendments under
the guise of a special session, and could it
not conceivably last for a year?
THE CHAIRMAN: Delegate Gallagher.
DELEGATE GALLAGHER: Anything
is possible, of course, but we have only the
past to look to, and here I might say that
when special sessions have been called, and
we certainly have had our fill of them here
in Maryland, ten within ten years, we are
among the leaders, none of them has ever
been called for light and insufficient rea-
sons as far as I have been able to tell. In
the vast majority of cases, if not all, the
legislators have come here and have done
the job they were called to do. They have
done it expeditiously and they have gone
home.
It seems to me there has been no abuse
in the length of the special sessions, and I
do not recollect—perhaps there may be
some here who do—that the General As-
sembly has come into special session and
ever gone the full length of time that it
would be allowed to do under the old Con-
stitution.
THE CHAIRMAN: Are you ready for
the question?
(Call for the question.)
The question arises on the adoption of
Amendment No. 20 to Committee Recom-
mendation LB-1. A vote Aye is a vote in
favor of Amendment No. 20. A vote No is
a vote against.
Will the doorkeeper please see if there
are any delegates in the corridors? Will
the Clerk please sound for them?
(The Clerk rang the bell.)
A vote Aye is a vote in favor of the
amendment; a vote No, a vote against. Cast
your votes.
Has every delegate voted? Does any dele-
gate desire to change his vote?
(There was no response.)
The Clerk will record the vote.
There being 45 votes in the affirmative
and 83 in the negative, the motion is lost.
The amendment is rejected.
That apparently being all the amend-
ments, the Chair recognizes Delegate Galla-
gher to move that the Committee of the
Whole approve Committee Recommendation
No. LB-I, with amendments.
Delegate Gallagher.
DELEGATE GALLAGHER: Mr. Chair-
man, I move that the Committee of the
Whole approve and adopt Committee Rec-
ommendation LB-I as amended.
THE CHAIRMAN: Is there a second?
(Whereupon, the motion was duly sec-
onded.)
THE CHAIRMAN: All those in favor,
signify by saying Aye; contrary, No.
The Chair is in doubt.
A vote Aye is a vote in favor of the
adoption of Committee Recommendation
LB-I as amended. A vote No is a vote
against. Please sound the quorum bell.
