[Nov. 10] DEBATES 641
parently times when more debate is antici-
pated than occurs.
Has every delegate now voted? Does any
delegate desire to change his vote?
(There was no response.)
The Clerk will record the the vote.
There being 22 votes in the affirmative
and 99 in the negative, the motion is lost.
The amendment is rejected.
Are there any other amendments to sec-
tion 3.12?
Delegate Gleason.
DELEGATE GLEASON: Mr. Chairman,
I do have an amendment. I do not have a
copy before me. I do not know whether it
is available at the desk or not.
THE CHAIRMAN: Has it been printed?
Do you know?
DELEGATE GLEASON: I say I do not
have a copy before me. I gave it to the
page some half-hour ago.
THE CHAIRMAN: Mrs. Marx, has the
amendment been printed?
CHIEF PAGE: It is not back yet.
THE CHAIRMAN: It is being printed.
Let me see. Is there any other amend-
ment to section 3.12?
(There was no response.)
We will proceed to section 3.08 and come
back to section 3.12, Delegate Gleason.
Is there any amendment to section 3.08?
(There was no response.)
Is there any amendment to section 3.08?
(There was no response.)
Delegate Storm, you said you had a little
amendment. To which section was it, sir?
DELEGATE STORM: 3.05, Mr. Chair-
man, and just a language amendment. I
thought someone else would do this. That
is why I was late in getting it done.
THE CHAIRMAN: 3.05?
DELEGATE STORM: Yes. This one is
marked up at the top AV, in ink, I believe.
THE CHAIRMAN: We can go back to
that only if it does not conflict with an
amendment heretofore adopted. May I look
at it?
DELEGATE STORM: It simply changes
the wording to make it a little clearer to
me, and I hope to you.
THE CHAIRMAN: The amendment that
I have, Delegate Storm, and the line num-
ber, would indicate that it is to section
3.06, actually, rather than to section 3.05.
Is that the one?
DELEGATE STORM: 3.06, yes.
THE CHAIRMAN: From what the
Chair can observe in looking at it, it does
not seem to be in contradiction to an
amendment heretofore adopted to that sec-
tion.
This will be Amendment No. 20 to Com-
mittee Recommendation LB-1. Will the
pages please distribute the amendment? It
is marked AR. The Clerk will read the
amendment.
READING CLERK: Amendment No. 20
to Committee Recommendation LB-I, by
Delegate Storm: On page 2, in section 3.06,
titled, Election of Legislators, line 39,
strike out the words "from which he seeks"
and insert in lieu thereof the words "in
which he is a candidate for".
THE CHAIRMAN: Delegate Gallagher.
DELEGATE GALLAGHER: Mr. Chair-
man, I wonder if Delegate Storm would
agree that probably the Committee on Style
and Drafting could best address itself to
this problem? I know what he seeks to do,
and I certainly would not want to oppose,
but I do think it is a question of termi-
nology.
THE CHAIRMAN: The Chair would
suggest that this would appear to be a kind
of problem that is properly one for the
Committee on Style, Drafting, and Ar-
rangement.
Delegate Storm?
DELEGATE STORM: If Style, Draft-
ing and Arrangement will give this care-
ful consideration, I will withdraw it at this
time.
(Applause.)
THE CHAIRMAN: Amendment No. 20
is withdrawn, and the Chair requests Dele-
gate Penniman, as Chairman of the Com-
mittee on Style, Drafting and Arrange-
ment, to consider it as a memorandum to
his committee for their information and
possible action.
Delegate Gleason, your amendment is
now here. It will be numbered 20, Amend-
