The present amendment is Amendment
No. 19. Please strike out the words "To
Amendment No." Amendment No. 19 to
Committee Recommendation LB-1. The
amendment is moved by Delegate Carson.

(Whereupon, the amendment was duly
seconded.)
THE CHAIRMAN: The Clerk will read
the amendment.
READING CLERK: Amendment No. 19
by Delegates Carson, Cardin, James and
Neumann: On page 3 in Section 3.12 Legis-
lative Session, after the period in line 9 add
the following: "The General Assembly may
provide by law for an increase or decrease
in the ninety-day session limit, but such
law shall not apply to the General Assem-
bly which enacted it."
THE CHAIRMAN: For what purpose
does Delegate Hanson rise?
DELEGATE HANSON: Mr. Chairman,
a number of us received a different amend-
ment from that which the Clerk read.
THE CHAIRMAN: Chief Page?
The other amendment is being changed
and will be circulated.
Will you please hand the amendments
back, which are the improper ones?
The amendment you should have is one
marked in pen and ink at the top with the
letters AC.
If you do not have that, just hold it up
so the page can get it back from you and
give you a correct amendment. The one
you want is marked AC. It has four spon-
sors, Delegates Carson, Cardin, James and
Neumann.
For what purpose does the Delegate rise?
DELEGATE STORM: I do not know
which amendment was passed out. You can
leave it here. I would like to read it before
we talk about it.
THE CHAIRMAN: The amendment we
now have is marked AC, which is not yours,
Delegate Storm. We will come to yours.
DELEGATE SCHNEIDER: Mr. Chair-
man.
THE CHAIRMAN: For what purpose
does Delegate Schneider arise?
DELEGATE SCHNEIDER: Mr. Chair-
man, this aisle respectfully requests a copy
of the amendments we are going to vote on,
please.
THE CHAIRMAN: The pages will
please give Delegate Schneider a copy of
the amendment marked AC and also any
other delegates who do not have them.
Will any delegates who do not have the
amendment marked AC hold their hands
up? Will the pages see that these amend-
ments are distributed quickly?
For what purpose does Delegate Bam-
berger arise?
DELEGATE BAMBERGER: A point of
inquiry.
Our amendments do not bear that letter
or mark of AC, Mr. Chairman. It would
have to be identified I suppose by the
names of the sponsors of it.
THE CHAIRMAN: All right. I was in-
formed that they were all marked AC.
I will ask the Clerk to read the amend-
ment again, so that there is no question
but that you have the proper amendment
before you.
Does everybody now at least think he
has the proper amendment?

READING CLERK: Amendment No.
19 to Committee Recommendation LB-I by
Delegates Carson, Cardin, James and Neu-
mann: On page 3 in section 3.12, Legisla-

DELEGATE CARSON: Mr. Chairman,
fellow delegates:
The present amendment adds one sen-
tence to section 3.12, proposed by the Com-
mittee on the Legislative Branch.
The effect of the amendment would be
this, and only this: that although the 90
day session would be retained with the
ability to extend it to 30 plus 30, the Gen-
eral Assembly could at some point pro-
vide for a session of more than 90 days.
However, when it said that, it would not
be for the present time, but for the future;
