DELEGATE DELLA: As of today?
THE PRESIDENT: Effective as of
today.
DELEGATE DELLA: Probably he could
make the motion then.
THE PRESIDENT: Perhaps I should
say a word about this. I sincerely trust
that the answer to this question is going
to be that the President has no discretion
to exercise in excusing absences in that the
Convention has little or no discretion. I say
that because the requests already received
for absences for one reason or another
point out to me at least that it is almost
impossible to draw a line as to what would
be a justifiable excuse and what would not;
but because of the explicit language of the
Enabling Act, I think we ought to have
this clarified very promptly.
Are there any other announcements?
(There was no response.)
THE PRESIDENT: If not, the Chair
recognizes Delegate Powers.
DELEGATE POWERS: Mr. President,
having been given a lesson in the proper
use of the microphone, I move the ad-
journment to 2:00 P.M. tomorrow, Thurs-
day, September 14.
THE PRESIDENT: The motion is to
adjourn. All those in favor; signify by
saying Aye, contrary, No. The Ayes' have
it. It is so ordered.
(Whereupon at 2:45 P.M., the Convention
was adjourned to reconvene at 2:00 P.M.

SEPTEMBER 14,1967— 2:00 P.M.
PRESIDENT H. VERNON ENEY,
P RESIDING
THE PRESIDENT: The Convention will
come to order.
The invocation will be offered again
today by Delegate Price.
DELEGATE PRICE: Let Us Pray:
Oh, Lord, God, who art the beginning and
the end, from everlasting to everlasting, we
know that Thou hast set the sun to burning
and hast set the planets about it and placed
man on this earth, and we know that
man has not been abandoned, if we confess
that we feel captured by time, incapaci-
tated by a prison of three score and ten
years. The years click by and we are no
closer to the promise we are meant to at-
tain, and so, we pray to Thee who alone, art
our hope. Thou art timeless in the place of
time. We know not what a day may bring
forth as we travel the highway of this life.
The final word of a physician, perhaps a
rendezvous with death at some intersection.
With each passing year we are increasingly
overwhelmed with the brevity of life. For
regardless how we hurry and cram the
impossible into every day, there is never
enough time.
But in our best moments we look to Thee
for the knowledge that we too are timeless
in the place of time past, are our hope for
the years to come. Be Thou our God while
life shall last in our Eternal Home.
Amen.
THE PRESIDENT: The roll call.

THE PRESIDENT: The Clerk will re-
cord.
There being a quorum present, the Con-
vention is in session.
I wish to announce to the Convention
that Delegate Gerald Morgan spent a very
uncomfortable night. He had chest pains
and was very uncomfortable this morning,
as a result of which he was sent to the
hospital where there was taken a cardio-
gram and X-ray. I have talked to the
doctor several times. He says he is satisfied
with his condition. It is not a heart attack.
He thinks it is some slight indisposition or
perhaps an attack of pleurisy. In any event,
he has recommended that Mr. Morgan stay
away from the Convention today and to-
morrow. He is resting quietly in his hotel
room. I talked to him on the telephone ten
minutes ago, and he said he was feeling
very comfortable.
DELEGATE PULLEN: Mr. Chairman,
in a moment of aberration I neglected to
push a button. I assure you I am here.
THE PRESIDENT: Record Delegate
Pullen as being present.
The Chair recognizes Delegate Powers,
Chairman of the Committee on Calendar
and Agenda.
DELEGATE POWERS: Mr. President,
the Committee on Calendar and Agenda
has concluded that some doubt exists as to
