DELEGATE CHABOT: My question re-
lates to the last sentence of Amendment
No. 13. Do you mean by this that a legis-
lative representative may do everything,
except vote on the floor?
May he vote in committee, may he take
any other action that the General Assem-
bly may take?
THE CHAIRMAN: Delegate Grant.
DELEGATE GRANT: It is not contem-
plated he would have a vote either on the
floor or in the committee.
The purpose of this amendment is as
follows:
There is a necessity for counties in this
state and there is a necessity for the state
to deal with counties as counties.
You have such matters as judicial, taxa-
tion and other items which have to be
taken up on a county basis. This is to make
available to the General Assembly on the
terms which it will prescribe the avail-
ability of a person who can come in, bring
in the necessary legislation, and give the
testimony.
The purpose in giving this constitutional
status is so that there will never be any
challenge to the legislation by the fact that
this is not provided in the constitution. How
it will be provided, how it will be imple-
mented will be left to the wisdom of the
General Assembly, since the entire thrust
of this amendment is to assist the General
Assembly in administering this state.
