the final result, if we were to adopt this.
THE CHAIRMAN: Delegate Lord, would
you yield for a series of questions from
Delegate Rybczynski?
DELEGATE LORD: Yes.
THE CHAIRMAN: Delegate Rybczyn-
ski?
DELEGATE RYBCZYNSKI: Delegate
Lord, under the amendment as you have
proposed it, who would determine whether
there would be one, two, or three delegates
to a senatorial district?
DELEGATE LORD: Mr. Rybczynski,
this has not been vouchsafed to us as yet.
Delegate Gallagher in his primary pre-
sentation indicated that they were now
favoring a bipartisan commission of legis-
lators and political experts who would sub-
mit a plan to the General Assembly, but
that a final vote had not yet been taken.
This plan would become law, unless
changed by the General Assembly.
THE CHAIRMAN: Delegate Rybczyn-
ski, Delegate Lord has only 30 seconds left.
If you will make your question short,
please.
DELEGATE RYBCZYNSKI: Do you
feel, then, it is a proper matter for the
General Assembly to decide, now or event-
ually?
THE CHAIRMAN: Delegate Lord.
DELEGATE LORD: The answer is yes.
THE CHAIRMAN: Delegate Rybczyn-
ski.
DELEGATE RYBCZYNSKI: Mr. Presi-
dent, if I may, I would like to offer an
amendment to Mr. Lord's amendment,
which would then accomplish what he just
agreed to.
THE CHAIRMAN: Will you please send
it forward to the desk?
DELEGATE RYBCZYNSKI: It is pre-
pared and in the hands of the various folks
over there.
THE CHAIRMAN: Delegate Rybczyn-
ski, this amendment that has been handed
to me is not in the form of an amendment
to Amendment No. 11. Is this the one that
you desire to offer at this time?
DELEGATE RYBCZYNSKI: Yes, sir.
If I may ask by way of inquiry how we
may correct this -to comply with the rule,
I will be glad to go along with whatever is
necessary, but I do not see any point in
voting on the same subject twice if it is
not necessary.
THE CHAIRMAN: I take it you are in-
tending your amendment as a substitute
for the amendment offered by Delegates
Case and Lord, Amendment No. 11?
DELEGATE RYBCZYNSKI: That is
correct, sir.
THE CHAIRMAN: In the absence of
objection, the Chair will disregard the /
form and treat this as an amendment of-
fered as a substitute for Amendment No.
11. Please mark your copy for identifica-
tion, Amendment No. 1 to Amendment No.
11, although it will be treated as a substi-
tute. The Clerk will read the amendment.
Delegate Rybczynski—
DELEGATE RYBCZYNSKI: It has not
been distributed.
THE CHAIRMAN: It is now being dis-
tributed.
READING CLERK: Amendment No. 1
to Amendment No. 11 to Committee Rec-
ommendation LB-I, by Delegate Rybczyn-
ski:
One page 2 of Section 3.04, Composition
of the Legislature, strike out all of lines 2
through 6 and insert in lieu thereof the
following: "delegates. The General Assem-
bly. shall divide the State into legislative
districts for the election of senators and
delegates. A legislative district shall con-
sist of (a) one senate district and three
whole delegate districts, or (b) one senate
district and one delegate district repre-
sented by three delegates, in accordance
with the law."
THE CHAIRMAN: The Chair recog-
nizes Delegate Rybczynski to speak in favor
of the amendment.
DELEGATE RYBCZYNSKI: Mr. Presi-
dent, Mr. Chairman, ladies and gentlemen
of the Committee of the Whole, most of
what I wanted to say on behalf of this
amendment has already been said by Dele-
gate Lord, and I subscribe to practically
everything that he has said.
By way of just a little bit of further ex-
planation, let us consider any one single
voter in the State of Maryland, such as
myself.
