I would like to join the multitude of those
who came in late, and I would like to record

I move we recess until 2:00 P.M.

THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
doors.
The Convention will please come to order.
Roll call.

THE PRESIDENT: Has every delegate
answered roll call?

The Convention will please come to order.
We have some additional reports from
standing committees: Committee Recom-
mendation SF-3. The Clerk will read the
recommendation.
READING CLERK: Committee Recom-
mendation SF-3 by the Committee on State
Finance and Taxation, Joseph Sherbow,
Chairman.
A RECOMMENDATION that the Con-
stitution include the following provisions
with respect to taxes, assessments, and ex-
emptions.
The Committee on State Finance and
Taxation recommends that the Constitu-
tion include the following provisions with
respect to taxes, assessments, and exemp-
tions:
THE PRESIDENT: Committee Recom-
mendation SF-3 is referred to the Commit-
tee of the Whole.
Accompanying this recommendation is
Committee Memorandum SF-3. You either
have or will have both before the afternoon
is over.
Committee Recommendation SF-4. The
Clerk will read the recommendation.
READING CLERK: Committee Recom-
mendation SF-4 by the Committee on State
Finance and Taxation, Joseph Sherbow,
Chairman.
