house General Assembly; legislative dis-

for congressional districting, and legisla-
tive districting and apportionment; a maxi-
mum of six senators for each legislative
district; qualifications of senators; election
of senators for a four year term; guberna-
torial appointment to fill senatorial vacan-
cies; compensation of senators; ineligibility
of senators during a term of office to ap-
pointment to any office created during said
term; immunity of senators to civil or
criminal suits for any words used in any
proceedings of the General Assembly; the
size of the General Assembly to be as pre-
scribed by law; annual legislative sessions

DELEGATE SCANLAN: An inquiry of
the Chair. In the material that the Presi-
dent sent us during the interval since our
last meeting, you announced that there was
some doubt under the rules as to whether
or not the President had the authority to
appoint officers of the Convention as op-
posed to employees, the officers being the |
