406 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 6]
THE PRESIDENT: I think we are wast-
ing a great deal of time on parliamentary
procedure. I really do not care which way
it goes, so long as we proceed in an orderly
way. Do you desire to press your appeal
from the ruling of the Chair? Does it make
any difference to you, Delegate Bard?
DELEGATE BARD: No, sir.
THE PRESIDENT: Does it make any
difference to any delegate which way the
question is presented? Delegate White?
DELEGATE WHITE: Mr. President, I
respectfully appeal from the rule of the
Chair.
THE PRESIDENT: All right. Is there
a second? Delegate Taylor?
DELEGATE L. TAYLOR: I second the
motion. Also I arise on a point of parlia-
mentary inquiry.
THE PRESIDENT: State your inquiry?
DELEGATE L. TAYLOR: Could the re-
porter read back the amendment made by
Delegate Bard?
THE PRESIDENT: I did not catch the
next word —
DELEGATE L. TAYLOR: Could the
stenographic reporter read back the amend-
ment made by Delegate Bard?
THE PRESIDENT: The amendment
made by Delegate Bard was that the hour
of adjournment be at noon tomorrow,
rather than 10:00 A.M. tomorrow. This was
the amendment. Delegate Taylor?
DELEGATE L. TAYLOR: I was asking
can the stenographic reporter read it back?
THE PRESIDENT: Yes, I suppose he
can. What is the purpose of reading back
the transcript, Delegate Taylor?
DELEGATE L. TAYLOR: Delegate
Bard said that he made the amendment to
Delegate Vecera's motion, instead of Dele-
gate Powers'.
THE PRESIDENT: I think it would be
much simpler if we vote on the appeal from
the ruling of the Chair, and this will in-
dicate the wishes of the entire assembly.
Delegate White?
DELEGATE WHITE: Out of respect to
the Chair, I withdraw the appeal.
(Applause.)
THE PRESIDENT: Are you ready for
the question?
(Call for the question.)
The motion has been withdrawn. Dele-
gate Boyer?
DELEGATE BOYER: Mr. President,
before we vote on that motion, I am re-
luctant to interrupt the stimulating debate
we have here, but 52 minutes ago, I an-
nounced that the General Provisions Com-
mittee would meet at 6:00 P.M. May I
amend that announcement and suggest we
have dinner and then come back at 7:00
P.M. Thank you.
THE PRESIDENT: The question now
arises on the amendment offered by Dele-
gate Vecera, that instead of adjourning
until 12:00 noon tomorrow, the Convention
stand adjourned until 10:00 A.M. Wednes-
day. If this motion passes, I will then
submit to you the motion to adjourn to
10:00 A.M. Wednesday. If the motion fails,
I will then submit to you, in the absence
of another amendment, the motion to ad-
journ until 12:00 noon tomorrow. A vote
Aye is a vote in favor of substituting 10:00
A.M. Wednesday instead of 12:00 noon to-
morrow, as the hour of adjournment. A
vote No leaves the motion before you, to
adjourn until 12:00 noon tomorrow. Are
you ready for the question?
(Call for the question.)
All in favor of Delegate Vecera's motion,
signify by saying Aye; contrary, No. The
Noes have it. The motion is lost.
The question now arises on the motion
to adjourn until 12:00 noon tomorrow. Is
there any further discussion?
(There was no response.)

Kiefer?
DELEGATE KIEFER: Mr. President,
just before we adjourn, I would like to
announce that because of the lateness of
the hour, the Committee on Personal Rights
and the Preamble will reconvene at 7:30
P.M. It takes us a half hour longer to eat.
THE PRESIDENT: Delegate Sherbow?
DELEGATE SHERBOW: May I ask the
Committee on Finance and Taxation, please
to meet with us immediately after this ses-
sion, and then we will determine what the
rest of the evening's program will be.
Please come over after this session
adjourns.
THE PRESIDENT: Is there any further
