lion of the delegates whether it is con-
templated that the consideration of Com-
mittee Recommendation LB-I will be ex-
tensive; that is, extending for a full day?
DELEGATE GALLAGHER: Mr. Presi-
dent, I would say that it is realistic to
assume that it will go longer than a single
day. The presentation itself of the report,
plus the Chairman's quiet advocacy of the
report, may take some time before the mi-
nority even gets a chance, at which time
one would hope that perhaps the ball game
might be over in certain respects.
THE PRESIDENT: Delegate Singer?
DELEGATE SINGER: I had a question
to put to the Chairman.
Mr. President, I have a question to ask
of the Chairman of the Committee on
Calendar and Agenda as to how long a
period of time had been allotted to debate
on Committee Recommendation LB-I?
THE PRESIDENT: Delegate Powers,
can you answer the inquiry?
DELEGATE POWERS: The answer to
that question is that at the present time,
we hope to complete the disposition of that
Committee Recommendation before we ad-
journ tomorrow evening. That has been
worked out by agreement with representa-
tives of the majority and minority on the
debate limitation, and that is our goal for
tomorrow. Incidentally, we will have to
follow goals like that for the rest of the
meeting or we are going to be in serious
trouble.
THE PRESIDENT: Delegate Bard?
DELEGATE BARD: Mr. President,
would it be in order to amend the motion
so that we start tomorrow at 12, and thus
we would have an opportunity to spend the
morning reading, going over the authori-
ties, and at the same time those who were
overly concerned about the responsibilities
in Baltimore would be able to do both? I
offer this as a compromise position.
THE PRESIDENT: I do not think the
motion would be in order at this time. If
the present motion fails, you will be able
to offer that as an amendment to the pri-
mary motion.
DELEGATE BARD: I would really be
interested and more concerned if the pres-
ent motion passes.
THE PRESIDENT: The Parliamen-
tarian thinks that the Chair could permit
you to make the amendment either way,
either as a secondary amendment to the
amendment now pending, or in the manner
1 indicated.
DELEGATE BARD: I would prefer to
make it as a secondary or tertiary amend-
ment whichever it may have to be.
THE PRESIDENT: State your amend-
ment.
DELEGATE BARD: Mr. President, I
move that we convene tomorrow at 12:00
noon.
THE PRESIDENT: I take it that is a
motion to amend the amendment to the
primary motion, to provide that the Con-
vention adjourn until 12:00 noon tomorrow,
Tuesday, rather than 10:00 A.M. Wednes-
day. Is there a second?
(Whereupon, the motion was seconded.)
THE PRESIDENT: Is there any discus-
sion of that amendment? Delegate Murphy?
DELEGATE MURPHY: Mr. Chairman,
I rise in support of Delegate Vecera's mo-
tion. In Baltimore City we may have eleven
very important votes tomorrow, and any
help the Baltimore City Delegation can give
to the people back home to get them out, is
that much better for Baltimore City, so
please, 1 request the body to support Dele-
gate Vecera.
THE PRESIDENT: Delegate Chabot,
you have already been heard on the other
amendment. You are now speaking on
Delegate Bard's amendment?
DELEGATE CHABOT: I would like to
inquire of the Chairman of the Calendar
and Agenda Committee with regard to a
statement that he made before.
THE PRESIDENT: State your inquiry.
DELEGATE CHABOT: The Chairman
had indicated that the schedule that had
been prepared by the Calendar and Agenda
Committee, in order to permit us to com-
plete our work within the allotted time al-
ready contemplates meetings on at least two
Saturdays. I would like to inquire as to
whether the schedule assumes a December
12 adjournment or whether the schedule
contemplates the possibility of our using
the additional month provided in the en-
actment?
THE PRESIDENT: The Chairman of
that Committee has heretofore stated that
his schedule was based on compliance with
the enactment, to be finished by December
12, and I think he has already answered
your question.
