THE PRESIDENT: Before the Chair-
man of the Committee answers the ques-
tion, let me clarify one matter of procedure.
Unlike the procedure several days ago,
where the amendments were inadvertantly
numbered, they will not be numbered here-
after. They will not be circulated to the
delegates until they are ready to be offered
by the delegate. They will then be circu-
lated but not before.
DELEGATE SCANLAN: I think if that
is the practice to be followed, that would
square with the rule a little better. You
have a point, Delegate Johnson.
DELEGATE JOHNSON: Thank you.
THE PRESIDENT: For what purpose
does Delegate Pullen arise?
DELEGATE PULLEN: In reference to
Rule 46A [50], I think it is very important.
THE PRESIDENT: You may proceed.
DELEGATE PULLEN: Mr. Chairman,
I think Rule 46A [50] based on personal
experience is probably the most intelligent
thing the Rules Committee has done yet.
THE PRESIDENT: Delegate Pullen, the
present procedure is only for the purpose
of asking questions of the Committee Chair-
man.
DELEGATE SCANLAN: Damned with
faint praise.
DELEGATE PULLEN: If 1 were a
lawyer, I could phrase it in the form of a
question, but I should like to have the privi-
lege of making this particular comment,
and you can put it in the form of a ques-
tion.
THE PRESIDENT: You will have an
opportunity to make any comment you
choose as soon as the question period is
concluded. I just want to have the question
period concluded first.
DELEGATE PULLEN: How long will
that be, sir? (Laughter.)
DELEGATE SCANLAN: It depends in
part on you, Dr. Pullen.
(Laughter.)
THE PRESIDENT: I would recognize
you first right after the question period is
concluded.
DELEGATE PULLEN: I will trust to
Providence.
THE PRESIDENT: Are there any
further questions of the Chair for the pur-
pose of clarification? Delegate Marion.
DELEGATE MARION: On page 10,
there are three ways in your proposed
amendment to Rule 50 [54] that reconsid-
eration can be had more than once.
DELEGATE SCANLAN: Correct.
DELEGATE MARION: The second in
line 12 says "by the convention committee."
Do you mean by the majority of the mem-
bers of that convention committee or by
the chairman or by the vice chairman?
DELEGATE SCANLAN: You are quite
right. We say "by the convention commit-
tee which reported on the matter." Since
earlier in the rules dealing with committees
you need a majority to have a committee
report, we intended it to mean the majority
of the committee. A minority could not do
it. A majority would have to.
THE PRESIDENT: Any further ques-
tions for purposes of clarification? Dele-
gate Burdette?
DELEGATE BURDETTE: Mr. Presi-
dent, I have two questions. Both of my
questions are perhaps really directed to the
Chair, but I will address them to the Chair-
man of the Committee in the hope that they
may be answered somewhat in the fashion
the first question was.
My first question is in pursuance of the
question already raised by Delegate John-
son. In the light of the President's inter-
pretation of procedure, which indeed was
announced the day before yesterday, how
can we properly adopt a rule change which
says that amendments must be submitted
in writing and a copy delivered to the floor
desk of each delegate prior to the time the
amendment is offered? It seems to me that
the President's procedure is a very much
better one, that an amendment be printed,
and available, and if it is offered, that it
would be distributed. That was the first
question.
THE PRESIDENT: This is, if the Chair
may answer that, because it is a matter
of procedure. This is precisely what is con-
templated. Immediately prior to the time of
the amendment, a matter of a few seconds,
the procedure will be this. The. delegates
hopefully will have their amendments pre-
pared, given to the staff officer, Dr. Phil-
lips, and printed well in advance of the
session. All of the printed amendments
with the exception of the one delivered to
the sponsor or more if he requests will be
delivered to the chief page. These will be
retained by her and not distributed until
the delegate indicates that he desires to
offer the amendment. When the delegate
