THE PRESIDENT: The Committee of
the Whole rises. The Convention will please

The Chairman of the Committee of the
Whole reports to the Convention that the
Committee of the Whole has had under
consideration Committee Recommendation
No. GP-I. It has approved Committee Rec-
ommendation No. GP-I with amendments
and so reports to the Convention. In ac-
cordance with the Rules of the Convention,
the Committee Recommendation GP-I with
amendments is referred to the Committee
on Style, Drafting, and Arrangement.
I have to pause just a moment. The de-
bate has been sufficient to run out one
whole tape.
The Convention will please come to order.
In the unusual flurry of activity the
Chair omitted before the Convention re-
solved itself into the Committee of the
Whole to receive formally across the desk
the Minority Report GP-I. In order that
the journal may be accurate and complete,
I will ask the Clerk now to read Minority
Report GP-I.

THE PRESIDENT: The Chair recog-
nizes Delegate Sherbow.
DELEGATE SHERBOW: I was going
to move that so much as we have heard of
the reading be considered reading of the
whole.
THE PRESIDENT: It is completed. It
is received.

DELEGATE H. TAYLOR: Today for
the first time we had a Minority Report
signed by a majority of a Committee. It is
conceivable from my observations that we
may later in this Convention get a Minority
Report that will be signed by all the mem-
bers of a Committee. It is a little confusing,
and I think for the sake of parliamentary
clarity it would be better to develop a dif-
ferent nomenclature for these reports. I
would suggest calling it the Majority Re-
port, and then secondly the Majority Report
that has the majority of votes of the Com-
mittee, rather than calling it the Minority
Report which has the majority support of
a Minority Report.
