THE CHAIRMAN: Is there a second?

THE CHAIRMAN: The amendment is
seconded. The Chair recognizes Delegate
Barrick to speak to the amendment.
DELEGATE BARRICK: Mr. Chairman,
the only purpose of this amendment is to
take care of a situation where great de-
struction of life or property has occurred
and the governor may wish to call in the
militia to take care of the situation after
the occurrence. As 1 read the proposal it
takes care of the situation when it may
occur, and this would take care of it after
it has occurred. I think it is rather self-
explanatory and should require very little
debate.
THE CHAIRMAN: Is there any further
discussion? Delegate Gallagher.
DELEGATE GALLAGHER: Mr. Presi-
dent, would the sponsor consider an addi-
tional substitute by way of further amend-
ment, what in reality I also planned to
offer. My suggestion would be, if he would
consider it, to strike out the words "may
occur" and in lieu thereof insert the words
"threatened or may have occurred" be in-
serted.
THE CHAIRMAN: Delegate Barrick.
DELEGATE BARRICK: I think that
accomplishes the same purpose I wish to
accomplish. I would accept that. It is prob-
ably a little better language.
THE CHAIRMAN: Does the seconder
accept the modification? The modification is
instead of inserting the words "or has oc-
curred" in place of the word "occur," insert
the words "is threatened or may have oc-
