3436 CONSTITUTIONAL CONVENTION OF MARYLAND [Jan. 10]

the trials and the joys of an arduous task,
the divisions and the reconciliations, the
disappointment of the defeat of a personal
conviction and the triumph of having it
prevail, the subjection of personal interest
to the greater good of all, the deep satis-
faction of having done that which was our
best and that which was right, and, above
all, the sense of having made a contribu-
tion to the future of the State of Mary-
land; and

WHEREAS, it is the desire of this Con-
vention that there be preserved among its
records a suitable resolution recognizing
those exceptional qualities of mind and
character with which our President is en-
dowed, which have contributed in such full
measure to the completion of its work and
to our great satisfaction in having par-
ticipated in it;

NOW, THEREFORE, BE IT RE-
SOLVED that the Constitutional Conven-
tion of Maryland does hereby record its
gratitude to its President, the Honorable
H. Vernon Eney, for the impartiality, un-
derstanding and parliamentary skill with
which he has presided over its sessions; its
great respect for the tremendous learning,
scholarship and knowledge of governmental
processes he has displayed, its admiration
for his tireless devotion, fidelity, and
single-minded pursuit of excellence; and its
undying regard because of his unfailing
equilibrium and patience, his tact and wis-
dom in the settlement of controversial is-
sues, and, most especially, for those quali-
ties of absolute integrity, personal and in-
tellectual honesty, and respect for every
individual, which have characterized his
conduct throughout this Convention; and

BE IT FURTHER RESOLVED that as
a token of our esteem and affection for
him, that the delegates, individually, do
herewith present to the Honorable H. Ver-
non Eney, President of the Convention, an
original of the Great Mace of the Conven-
tion, which was used during the conduct of
its deliberations and is hereby declared to
be an official Mace of the Convention, as a
symbol of his authority over and dedica-
tion to this great work, in the hope that
it may serve as a reminder of his unparal-
leled services in the cause to which he has
been so devoted and of the highest personal
regard in which he is held by his fellow
delegates.

I move the adoption of this resolution.

onded.)

HONORARY PRESIDENT TAWES:
The resolution has been regularly moved
and seconded. May we express a unanimous
vote of this resolution by all standing,
please?

(The delegates rose and applauded.)

HONORARY PRESIDENT TAWES:
We have just a few more presentations to
make, and then we will return the dis-
tinguished President back to his rostrum.

One of our distinguished delegates has
had made and appropriately engraved by
having an engraved plate attached to these
gavels. These have been made by a blind
working craftsman who finds a haven in
this type of work as a lifelong interest.
Nicholas Lalley has made these gavels for
the officers and the chairmen of the vari-
ous committees of this Convention.

I am going to ask Delegate Clarke and
President Eney if they will assist in mak-
ing these presentations.

Mr. President.

(A gavel was presented to the Honorable
H. Vernon Eney, President of the Mary-
land Constitutional Convention.)

(Applause.)

HONORARY PRESIDENT TAWES:
Mr. Finch will not make a speech on each
one of these presentations because it would
take too long, but if each of the recipients
wants to say a word of thanks to Dele-
gate Finch, I am sure that it would be
appropriate to do so.

Vice-President James Clark.

(A gavel was presented to the Honorable
James Clark, Vice-President of the Mary-
land Constitutional Convention.)

(Applause.)

DELEGATE J. CLARK: Thank you
very much.

HONORARY PRESIDENT TAWES:
This is typical of Delegate Finch. When
he does anything, he does it in a big way.

(Applause.)

I think Delegate Finch should be up
here. The delegates here know exactly
what I mean. If he had a computer in his
home every night he would go out and
grind out 100 more proposals and then the
next night a hundred more statements.
