ing, and I would like the record to show

DELEGATE GROH: Mr. President and
fellow delegates, although present on Sat-
urday at the third reading and I voted for
the Constitution, I regret I was unable to
attend Monday for the final vote. I would
like the record to show that I am whole-
heartedly in favor of the Constitution.

Murray.
DELEGATE E. C. MURRAY: Mr. Pres-
ident, I do not know that this is the ap-
propriate time, but I think perhaps so.
I would like to pledge the active support
of the delegates of Anne Arundel County
to work for the Constitution and to ac-
tively work for it until it is passed.

As all of you know, production of the
journal in printed form has been quite a
task. You have received heretofore com-
plete copies of the printed journals through
the proceedings of last Friday. The pro-
ceedings of last Saturday and of Monday
are typed but we had to give priority in
the print shop to the printing of the final
draft of the Constitution on Monday, there-
fore the printed journal for last Saturday
and Monday is not yet complete to be
placed on your desk. However, this is the
last opportunity for the Convention to ap-
prove formally its journal, and for that
purpose a resolution has been offered.

A RESOLUTION concerning the Jour-

THE PRESIDENT: The Chair recog-
nizes Delegate Scanlan for the purpose of
moving a suspension of rules.
DELEGATE SCANLAN: I move we
suspend the rules to consider Resolution
No. 55.
THE PRESIDENT: Is there a second?
DELEGATE J. CLARK: Second.
THE PRESIDENT: The action requires
a roll call vote. Is there any discussion?

A vote Aye is a vote in favor of sus-
pension of the rules. A vote No is a vote
against.

There being 139 votes in the affirmative
and none in the negative, the motion
carries. The rules are suspended.

The question arises on the adoption of
Resolution No. 55. All those in favor sig-
nify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.
This is an historic moment for Mary-
landers for today we adopt a new Consti-
tution — the first in one hundred years. It
is fitting that we pause for a moment to
reflect on what we have accomplished. Four
months ago when we began our task, we
undertook to provide for the citizens of
Maryland a form of government that
would have the capacity to solve the prob-
