3410 CONSTITUTIONAL CONVENTION OF MARYLAND [Jan. 8]

Delegate Morgan.

DELEGATE MORGAN: Mr. President,
earlier in the section there is a phrase
"within 20 days of presentation." I
wonder if the same change should not be
made there.

THE PRESIDENT: It should indeed.

DELEGATE MORGAN: I ask unani-
mous consent that it be done.

THE PRESIDENT: May the amend-
ment be modified by changing line 9 on
page 22 to read "lines 5 and 9"?

The Chair hears no objection. The modi-
fication will be made.

Is there any further question?

The question arises on the adoption of
Amendment No. 22 to Report S&D-18. A
vote Aye is a vote in favor of the amend-
ment. A vote No is a vote against.

(Whereupon, a roll call vote was taken.)

THE PRESIDENT: Has every delegate
voted? Does any delegate desire to change
his vote?

There being 104 votes in the affirmative
and none in the negative, the motion
carries. The amendment is adopted.

The next amendment is Amendment Z
for zebra. Amendment Z will be Amend-
ment No. 23. The Clerk will read the

to Report S&D-18 by Delegate Penniman,
Chairman of the Committee on Style,
Drafting and Arrangement: On page 25,
section 4.27, Reorganization of the Execu-
tive Branch, in line 21 after the word
'and' add the word 'be'.

THE PRESIDENT: The amendment ap-
pears on line 15, page 24 of the white
copy. The amendment has been submitted
by Delegate Penniman. Is there a second?

(The amendment was duly seconded.)

THE PRESIDENT: The purpose of the
amendment is obvious, purely grammatical,
so that the verb would be "be submitted."

vote Aye is a vote in favor of the amend-
ment. A vote No is a vote against.

THE PRESIDENT: The purpose of the
amendment is to make abundantly clear
what is thought to be implicit, "a gift of
assets may be authorized by an affirmative
vote" means by a law enacted by the af-
firmative vote, and in the closing part of
the sentence, "whether a gift of credit or
loan of credit," is intended to mean a law
authorizing a gift or loan of assets or
credit.

The Clerk will read the amendment.

to Report No. S&D-18 by Delegate Penni-
man, Chairman of the Committee on Style,
Drafting and Arrangement: On page 39,
section 6.07, Gift or Loan of Assets or
Credit, in line 32 after the word 'by' add
the words "a law enacted by"; "and in
line 33 after the word 'but' add the words
"a law authorizing".
