On page 9, section 2.14, Laws Applicable
in One County, in line 4 after the word
"voters" add the words: "of the county".
THE PRESIDENT: Page 9, in line 4,
the white copy, the amendment is offered
by Delegate Koss. Is there a second?

THE PRESIDENT: The amendment is
intended to make clear what obviously is
intended when it says that the petition has
been signed by a number of qualified voters
equal to at least ten percent, that that
means qualified voters of the county. The
words "of the county" have been added.

The question arises on the adoption of
Amendment No. 18. A vote Aye is a vote in
favor of the amendment. A vote No is a
vote against.

to Report No. S&D-18 by Delegate Case:
On page 15, section 3.19, Form of Laws,
strike out all of lines 21, 22 and 23 and
insert in lieu thereof the following: "of
budget, appropriations, their purpose or
purposes, and the requisite revenue. No
law or section".
THE PRESIDENT: The amendment is
submitted by Delegate Case.

The amendment is in lines 31, 32, and 33
on page 14 of the white copy.
The sentence to which the amendment
applies now reads, "The budget law and
all supplementary appropriation laws shall
be limited to the subject of budget and
appropriations and the requisite revenue,
the purpose and purposes of which shall
be clearly stated in each law."
This sentence was amended by the Com-
mittee on Style and following the amend-
ment, two more amendments were offered.
The result is that grammatically as it is at
present, it would appear that the "purpose
or purposes of which" refers to revenue
rather than appropriations which is what
is intended. The amendment would make
the sentence read, "The budget law and all
supplementary appropriation laws shall be
limited to the subject of budget appropri-
ations," their purpose and purposes and
the requisite revenue. Are there any ques-

DELEGATE GALLAGHER: I think
you have explained it. It is merely a
clarification of the intention of the Com-
mittee, as was said before. In enacting this
exception for supplementary appropriation
laws we are trying to avoid the difficulty
that arose in the Panitz case, and I think
as a result of conferring with Delegate
Case who offered the original amendment
that we have now clarified it, and the lan-
guage is not so ambiguous as it previously
was.
