THE PRESIDENT: Thank you.

The Chair takes this opportunity to ac-
knowledge receipt from Delegate Chabot of
a note suggesting a little Chabotizing of
Resolution No. 52.

Rather than putting it to a vote, I shall
ask you to remove the clause "Be it fur-
ther" from line 8 to line 9.

There being no objection, the modification
will be made.

May I suggest that we hold any further
comments at this time and move through
the resolutions, so that we can be sure to
do it while we have all the delegates here?

The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. President,
I move that all interfering rules be
amended ; that the vote by which the entire
constitution, including the preamble, ar-
ticles 1 to 10, inclusive, the schedule of
transitional provisions and the schedule of
legislation, all as contained in Committee
Report S&D-18 and as amended, were
adopted on third and final reading be re-
considered ; that the vote by which articles
2, 3, 4, and 6, the schedules of transitional
provisions and the schedule of legislation,
all as amended, were adopted on third and
final reading be reconsidered; so that
Amendments Nos. 1 through 17, inclusive,
to the appropriate provisions, and including
an enacting clause, may be considered.

THE PRESIDENT: Is there a second?
DELEGATE J. CLARK: Second.

THE PRESIDENT: The question arises
on the motion to suspend all interfering
rules; that the vote by which the entire
constitution, including the preamble, ar-
ticles 1 to 10, inclusive, the schedule of
transitional provisions and the schedule of
legislation, all as contained in Committee
Report S&D-18 and as amended, were
adopted on third and final reading be recon-
sidered; that the vote by which articles 2,
3, 4, and 6, the schedule of transitional pro-
visions and the schedule of legislation, all
as amended, were adopted on third 'and final
reading be reconsidered; so that Amend-
ments Nos. 1 through 17, inclusive, to the
appropriate provisions, including an enact-
ing clause, may be considered.

A vote Aye is a vote in favor of the
suspension of rules as indicated.

DELEGATE GLEASON: Are these
amendments just technical amendments?

THE PRESIDENT: Yes, sir.

I do not believe there is any amendment
that is of substance, and I think we have
particularly phrased the motion so as to
permit consideration only of these amend-
ments. We do not want to open any further
debate.

Are you ready for the question?

The question arises on a motion to sus-
pend all interfering rules. A vote Aye is a
vote to suspend the rules. A vote No is a
vote against.

Cast your vote.

Have all delegates voted? Does any dele-
gate desire to change his vote?

The Clerk will record the vote.

There being 125 votes in the affirmative
and 0 in the negative, the motion carries.
The interfering rules are suspended.

Section 2.04 is open for consideration of
Amendments 1, 2, 3, and 4. Will the pages
please distribute Amendments X, U, V
and W?

Miss 'Shedd has called to my attention
that we numbered these 1 to 17. We have
already had 14 amendments on third
reading.

The Chair asks unanimous consent to
consider the amendments numbered in the
previous motion to be renumbered 15 to 31,
rather than 1 to 17.

If there is no objection, the amendments
will be so numbered. Amendment X will be
Amendment No. 15. Amendment U will be
Amendment No. 16. Amendment V will be
Amendment No. 17. Amendment W will be
Amendment No. 18.

I would like to take each of these amend-
ments up in order.

The Clerk will read Amendment No. 15.

READING CLERK: Amendment No. 15
by Delegate Penniman, Chairman of the
Committee on Style, Drafting and Arrange-
ment: On page 6, section 2.04, Voters in
United States Enclaves, in lines 14 and 15
strike out the words "to register."
