3390 CONSTITUTIONAL CONVENTION OF MARYLAND [Jan. 8]

DELEGATE WHITE: Mr. President, I
came into this Convention on September 12
uttering words that endeared us to each
other, all of us. I would like to make one
or two brief comments.

In observing the votes this evening, red
consistently appeared in one spot which
caused me to feel that there has been a
high correlation between the early attend-
ance of one delegate and his vote tonight.
I want to ask, which is rhetorical more or
less, how can the Honorable Dorsey ex-
plain to the people in St. Mary's County
the possession of a pink Rover White.

THE PRESIDENT: Delegate Dorsey.

DELEGATE DORSEY: Mr. President,
I feel that the burden is on my good friend
Delegate White to explain the color of
Rover White, Ginger is chocolate brown.

THE PRESIDENT: Delegate White.

DELEGATE WHITE: Mr. President
and fellow delegate, my complexion is
similar to Ginger if he is chocolate brown,
but some people think I am a bit pink.

THE PRESIDENT: Are there any
other announcements?

Delegate Powers.

DELEGATE POWERS: Mr. President,
I move that we adjourn until 3:00 P.M. on
Monday.

THE PRESIDENT: Is there a second?
(The motion was duly seconded.)

THE PRESIDENT: All in favor signify
by saying Aye; contrary, No. The Ayes
have it. It is so ordered.

(Whereupon, at 0:15 P.M., the Conven-
tion was recessed, to reconvene at 3:00
P.M., Monday, January 8, 1968.)

PLENARY SESSION
JANUARY 8, 1968—3:30 P.M.

PRESIDENT H. VERNON ENEY,

PRESIDING

THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
doors.

The convocation will be offered today by
Colonel Robert L. Davis who is Director
of the Christian Science Committee for the
State of Maryland, in Baltimore.

Colonel Davis is the pastor for Dr.
Phillips.

COLONEL DAVIS: Let us unite in a
few minutes of silent prayer, to be followed
by a short scriptural selection from a King
James version of the Bible.

I shall read from the Book of Psalms.

The air, O Lord, if full of thy mercy,
teach me thy statutes, teach me good judg-
ment and knowledge for I have believed
thy commandments. Lend, I pray Thee, Thy
merciful kindness, be oh my comfort ac-
cording to thy Word unto thy servant.
Let my heart be sound in thy statutes that
I be not ashamed. Thy righteousness is an
everlasting1 righteousness and thy light is
the truth. Thy word is true from the begin-
ning and every one of thy righteous judg-
ments endureth forever.

Blessed is the man that walketh not in
the counsel of the ungodly, nor standeth
in the way of sinners, nor sibteth in the
seat of the scornful. But his delight is in
the law of the Lord; and in his law doth
he meditate day and night.

THE PRESIDENT: Thank you.
Roll call.
(Whereupon, the roll was called.)

THE PRESIDENT: Has every delegate
answered the roll call?

The Clerk will record the roll.

There being a quorum present, the Con-
vention is in session.

The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. President,
I move that today's calendar be adopted.

(Whereupon, the motion was duly sec-
onded.)

THE PRESIDENT: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.

I do not anticipate that the session this
afternoon will be a long one. It will, never-
theless, be very important, and I urge all
delegates to remain in their seats through-
out the session.

I should anticipate that in an hour or an
hour and a half we would finish the busi-
ness at hand.

I want to use the opportunity today to
present to you formally a number of reso-
lutions of thanks to various persons and
