THE PRESIDENT: The difficulty that
the Chair had with respect to the parlia-
mentary question arises out of the combina-
tion of the enabling act requiring an abso-
lute majority on every article or division
and the requirement of our rule that each
article be submitted separately. The Chair
felt that in all probability the procedure
followed with respect to Article G having
the two separate votes and not resubmit'ting
the entire article to a vote was proper. The
Parliamentarian feels very strongly that it
was proper, but because the question is one
of such vital importance and we do not
want any question to be raised as to the
legality of adoption, the Chair proposes to
submit it to you for another vote so that
it will be beyond question the adoption of
all of Article 6 including all sections, sec-
tion 6.01 to 6.17 inclusive.
Before doing that, so that we will know
delegates are present, we will first have a

DELEGATE SOLLINS: Mr. President,
I asked for this division on this question
because I feel that this oath is not a neces-
sary and general part of this constitution.
It is not necessary to have before the
voters if we are going to do what we have
accomplished so far up to this time. There
has been considerable doubt expressed as to
the legality and constitutionality of this
oath as it is drafted in section 9.01. If it is
offensive to one responsible person in our
Maryland community, if it will be embar-
rassing to one Maryland person in our
community, then I find it offensive, and I
suggest we leave it out.
