page 83, section 37, line 20, to be consistent
after the word "adopted", might I suggest
that the word "only" go in there too?
THE PRESIDENT: Very well. Is there
any objection to further changing the
committee report on page 63, line 20, after
the word "adopted", and insert the word
"only"?
The Chair hears none and the report will
be considered as so modified.

DELEGATE GRANT: Mr. President, on
page 64 in line 6 and in line 13 it refers to
Baltimore City and it just says "the city".
Inasmuch as Baltimore City will become a
county and not a city upon the adoption of
this Constitution, might it not be better to
just say Baltimore City since it is now a
proper name rather than just a city?
THE PRESIDENT: I think you are
quite correct, Delegate Grant.

DELEGATE PENNIMAN: Yes, you are
quite right.
THE PRESIDENT: In line 6 and in line
13 on page 64 add the word "Baltimore"
before the word "city". Is there any
objection?
And strike the word "the" in each

divert to page 53, did you leave in the title
"personal rights" there?

otherwise it would be under the caption
"general" even though there would be only
one section.

DELEGATE HENDERSON: I would
like to suggest for what it might be worth,
that since sovereign immunity was placed
back under the finance, you might as well

put Eminent Domain back there too. They
both involve problems of additional financ-
ing in one sense.
THE PRESIDENT: The reason for this
arrangement, if I followed your question,
was that it follows the pattern of the ar-
ticles themselves.

DELEGATE HARDWICKE: I think
Delegate Henderson has the impression
that sub-section (b) was put into Finance.
It is actually put into something called
General Provisions at the very end.
THE PRESIDENT: Yes.
Delegate Hardwicke.
DELEGATE HARDWICKE: I do think,
Mr. President, that the title Personal Rights
probably ought to be made to conform to
the title of the rights article which is Dec-
laration of Rights.
THE PRESIDENT: Very well. Is there
any objection to the suggested modifica-
tion, line 1, page 53, change the caption to
Declaration of Rights?
The Chair hears no objection. The modi-
fication will be made.

that same page, I think another change
has to be made. When we move that sec-
tion, old sub-section (b) to the end, that
leaves only the old sub-section (a), and I
think it should be retitled Eminent Domain
instead of delayed effect of certain sections.

has already been made.

dent, there is an obvious spelling error in
