it added anything. We already had the
word "each" there and "each commission".
It seemed to apply to each and all of these.

There is no change in 5.19 or 5.20, 5.21,
5.22, 5.23, nor in 5.24, or 5.25.

In section 5.27, line 9, we inserted the
word "the", so it will correspond with the
usage in succeeding lines, line 17 where it
also said that the commission shall have
the power.

Section 5.28, no change.
Section 5.29, no change.
Section 5.30, no change.

Now, under "Administration", if I may,
Mr. President, I would like to propose a
change in the section under administration
merely to transpose the order of what is
now 5.43 and what is 5.33. It would seem
to me under administration it might be
preferable to put the phrase, cost of ju-
dicial branch, and then as a separate item,
clerks of court. If we put them separately,
that would mean removing from line 1,
cost of judicial branch.

THE PRESIDENT: Section 5:33 would
become what?

DELEGATE PENNIMAN: Section 5:33
would become 5.32 to 5.33 and change the
section number on page 37 from 5.32 to
5.43 and to delete the caption in line 1 on
page 37.

THE PRESIDENT: Is there any ob-
jection to the modification?

The Chair hears no objection. The modi-
fication will be made.

The attention of the Chair has been
called that there is no page 36. Do any
delegates have such defective copies? The
reverse of 35 did not print. Do any dele-
gates have such defective copies?

Delegate Lord.

DELEGATE LORD: Mr. President, I
have a defective copy in that the back of
page 23 is not printed on mine. Maybe
other people have that problem.

THE PRESIDENT: You have no page?
DELEGATE LORD: No.
THE PRESIDENT: Delegate Mentzer.

DELEGATE MENTZER: I have no
page 28. Perhaps someone else might want
to check to be sure that they did not have
that same error.

THE PRESIDENT: Delegate Gill.

DELEGATE GILL: Page 19 does not
have a back. It has no printing on it.

THE PRESIDENT: Are there any other
questions as to Article 5?

Delegate Grant.

DELEGATE GRANT: Mr. Chairman,
on page 34, lines 25 to 28, I have a differ-
ent reading for those lines and I am not
sure whether I missed a correction along
the line or not, where we took out a busi-
ness formed for the intention of making a
profit —

THE PRESIDENT: What page are you
referring to?

DELEGATE GRANT: Page 34.

DELEGATE PENNIMAN: This is the
one that the President handed out a sub-
stitute page for yesterday during the after-
noon session so if you have the one that
was handed out the night before, you have
the incorrect one which included an amend-
ment which was rejected and not accepted.
The one passed out yesterday in the after-
noon is the correct one and it should read,
"or serve as an officer, director, or em-
ployee of any business formed with the in-
tention of making a profit."

As I remember, it was Delegate Hark-
ness's resolution.

THE PRESIDENT: Will the page please
get a brown copy off the table in the
lounge that contains by itself what the
page number in the brown copy is?

Delegate Penniman.
DELEGATE PENNIMAN: Section 5.7.

THE PRESIDENT: Give it to Delegate
Grant.

Any other questions as to Article 5?
Delegate Marion.

DELEGATE MARION: Delegate Penni-
man, in that same section, line 25, at the
end of the line.

THE PRESIDENT: Which section?

DELEGATE MARION: Section 5.25
with which the last question was dealing,
after the word "campaign", should there
not be a comma?

DELEGATE PENNIMAN: That is cor-
rect. There would be a comma there.

THE PRESIDENT: Is there any objec-
tion to adding a comma after the word
"campaign" on page 34, line 35?
