DELEGATE MENTZER: Delegate Pen-
niman, so our report can be completely ac-
curate, I call your attention to section 3.19.
Will you call attention to the body of the
quotation marks that were place in lines
12 and 13?

DELEGATE PENNIMAN: It is difficult
to see itlaics when they are in quotation
marks, but it is true that there are quo-
tation marks around "to be enacted by the
General Assembly of Maryland".

THE PRESIDENT: Delegate Borom.

DELEGATE BOROM: Mr. Chairman,
on pages 10 and 11, I call your attention
to section 3.06, line 34, and the use of the
term "shall transmit it", and we went
through this on second reading and we
went through section 3.08, line 26. You are
using the same reading. I made the sug-
gestion to Style that we should change the
words "the plan" to it.

DELEGATE PENNIMAN: That is cor-
rect. That was agreed to, but it was simply
missed.

DELEGATE BOROM: Thank you.
THE PRESIDENT: The change is —

DELEGATE PENNIMAN: We change
the word on line 26, page 11, the words
"the plan" to "it".

The difficulty, I say this is a difficulty
not an apology, is that when we got the
material on our brown sheet, some changes
were made on the floor. When the Chair-
man was off the floor, we did not have a
pickup with the excellent secretarial help
in the back or because of my failure to
note. This is one of those instances.

THE PRESIDENT: On page 11, line 25,
is there any objection to striking the
word —

DELEGATE PENNIMAN: Line 26.

THE PRESIDENT: I am sorry, line 26,
striking the words "the plan" and inserting
the word "it"?

If there is no objection, the modification
will be made.

Are there any other questions as to
Article 3?

Delegate Marion.

DELEGATE MARION: Chairman Pen-
niman, this perhaps ought to be addressed
both to you and to Chairman Gallagher.
Without having read again all of the sub-
stance of the various sections under the

general subheading "Legislation" on page
15, I wonder whether or not it would be
appropriate to move the section dealing
with form of laws down after the two sec-
tions dealing with bills.

We have a section on consideration of
bills and passage of bills and then we have
two more on laws. I would wonder whether
the one on form of laws might not he be-
tween passage of bill and general applica-
tion of laws.

DELEGATE PENNIMAN: The reason
I believe that they are in this order, and
probably I should leave it for Chairman
Gallagher, that 3.19 does provide guidance.

THE PRESIDENT: Delegate Gallagher.

DELEGATE GALLAGHER: I agree
with Chairman Penniman's remarks. We
are talking about form of bills and law.
Perhaps the addition of "bills and" might
help.

THE PRESIDENT: The captions are
not intended to be fully descriptive. They
are intended to be clues rather than com-
plete descriptions. Efforts are made to make
it short.

DELEGATE GALLAGHER: I will not
press it. The laws would come after the
bills, but the first sentence pertains to the
way you introduce a bill prior to the time
it becomes law.

THE PRESIDENT: Would it not be
better to say "form of bills" rather than
"form of laws"?

DELEGATE GALLAGHER: That is
quite acceptable.

THE PRESIDENT: Is there any objec-
tion to striking the word "laws" and put-
ting in the word "bills"?

The Chair hears none, so the modification
will be made.

Are there any other questions to Ar-
ticle 3?

Delegate Chabot.

DELEGATE CHABOT: I would like to
direct a question to Chairman Penniman
about section 3.10 about the election and
term of office of legislators. The two words
"at noon" which are in this section and
when we get to Article 4, we do not use
the words "at noon". I do not see the
necessity for having "at noon" in section
3.10.

DELEGATE PENNIMAN: I have talked
to Delegate Chabot. I do not want to usurp
