[Jan. 6] DEBATES 3317

And very recently:

Great progress has just paved the way
For the Convention to feel kind of gay,
Mr. Eney's elated,
The workload's abated
To 22 hours per day.

And the last that I will read to you :

From Convention I am losing my health,
My sleep, and some of my wealth.
I can't keep awake,
I really do ache,
For January the 12th.

THE PRESIDENT: Thank you.
(Laughter and applause.)
The Clerk will ring the quorum bell.
Mr. Clerk, you might rise and take a bow.
(Applause.)

THE PRESIDENT: I think not having
heard to the contrary from Delegate Penni-
nian, and really not desiring to ask him,
that we are in a situation to have the third
reading copies printed tonight and be avail-
able early tomorrow morning.

I want to give everyone a chance to read
it through before being called upon for a
final vote. I think we can accomplish final
votes without undue delay.

The Chair is not advised of any pro-
tracted debate likely on third reading. I
therefore think we can meet tomorrow
afternoon, giving the morning to read over
the final copies.

There will be copies here in the chamber.
It will be easier for you to come get your
copy than it will be for us to look you up.
So I would anticipate that barring some
problem the copies will be here at 9:00 A.M.
Let me suggest to you, however, that in the
meantime you have really a complete draft,
with very, very few changes.

The Chair recognizes Delegate Borom.

First of all, are there any announcements
to be made by committee chairmen?

Delegate Kiefer.

DELEGATE KIEFER: Mr. Chairman, I
believe everybody knows this, but it is my
understanding that all delegates are sup-
posed to clear their desks in the committee
room, because they need these to be readied
for the legislature week after next.

THE PRESIDENT: You do not have to
do that this afternoon.

Delegate Taylor.

DELEGATE TAYLOR: Mr. President, I
have been asked by the back row to deter-
mine whether anything we do at the party
tonight will be under controlled or uncon-
trolled time?

THE PRESIDENT: It will be completely
uncontrolled.

Are there any further announcements?
The Chair recognizes Delegate Borom.

All delegates not present earlier at the
roll call may indicate their presence now
at supplemental roll call.

The Clerk will record the supplemental
roll call.

Delegate Borom.

DELEGATE BOROM: Mr. Chairman, I
move that we adjourn until 1:00 P.M.
tomorrow.

(The motion was duly seconded.)

THE PRESIDENT: All in favor, sig-
nify by saying Aye, contrary, No.

The Ayes have it, and it is so ordered.

(Whereupon, at 4:15 P.M., the Conven-
tion was adjourned, to reconvene at 1 :00
P.M. on Saturday t January 6, 190 S.)

PLENARY SESSION
JANUARY 6, 1968—1:20 P.M.
PRESIDENT H. VERNON ENEY,

PRESIDING

THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
doors.

The Convention will please come to
order.

I think it is particularly fitting that
today the minister to deliver the invocation
is the pastor of the man who certainly
more than any other delegate in this room
is responsible for the existence of this Con-
stitutional Convention. It, therefore, gives
me a great deal of personal pleasure to
announce that the invocation this morning
will be offered by the Reverend Donald
Hurst, Immanuel Methodist Church, Cris-
field, Somerset County, Governor Tawes'
pastor.

REVEREND HURST: Let us pray.

Our God, our Heavenly Father, as the
final hours of this State Constitutional
Convention rush upon us hear our prayer.
