And one of my bad-eyed friends waving
a newspaper came over hurriedly. He tells
me: "Oh, my God, a Pole has been ap-
pointed to the Supreme Bench; but he did
not see the "C" in front of the "ole".

THE CHAIRMAN: The question arises
on the approval of section 30 as amended
of transitional provisions and the adoption
of sections 21, 22, and 23 of the schedule
of legislation, as amended, of Committee
Recommendation GP-13.

The question arises on the approval of
the schedule of transitional provisions as
amended and sections 21, 22 and 23 of the
schedule of legislation as amended of GP-13.

A vote Aye is a vote in favor; a vote No
is a vote against.

Cast your votes.

Has every delegate voted? Does any dele-
gate desire to change his vote?

(There was no response.)
The Clerk will record the vote.

There being 101 votes in the affirmative
and none in the negative, the motion is
carried.

Section 30 as amended of the schedule
of transitional provisions; sections 21, 22
and 23 as amended of the schedule of legis-
lation as contained in Committee Recom-
mendation GP-13, are approved.

The Chair recognizes Delegate Borom.

DELEGATE BOROM: Mr. Chairman, I
move that the Committee of the Whole rise
and report the adoption of section 30 as
amended of the transitional provisions, and
the adoption of sections 21, 22 and 23 as
amended of the schedule of legislation of
Committee Recommendations GP-13.

(The motion was duly seconded.)

THE CHAIRMAN: All those in favor,
please signify by rising.

(The Convention rose and applauded.)

THE CHAIRMAN: All opposed, signify
by rising.

The Ayes have it. The motion is carried.

(Whereupon, at -J :40 P.M., the Committee
of the Whole rose, and the Convention
resumed.)

(The mace was replaced by the Sergeant-
at-Arms.)

PRESIDING

THE PRESIDENT: The Convention will
please come to order.

The Chair reports on behalf of the Com-
mittee of the Whole that it has had under
consideration section 30 of the schedule of
transitional provisions, and sections 21, 22
and 23 of the schedule of legislation of
Committee Recommendation GP-13; that it
has approved section 30 with amendments,
and it has approved sections 21, 22 and 23
with amendments.

The Chair would like to consider this
report of the Committee of the Whole at
the present time and have second readings
of these sections.

First, the Chair recognizes Delegate
Borom for the purpose of moving for the
suspension of the rules.

DELEGATE BOROM: May I speak on a
point of personal privilege, please?

THE PRESIDENT: You may.

DELEGATE BOROM: If we do not wait
too long to have the next Convention, I may
be Chairman of the Committee.

(Laughter.)
THE PRESIDENT: Delegate Borom.

DELEGATE BOROM: Mr. President, I
move that the rules be suspended so that
the remainder of Committee Recommenda-
tion GP-13 may be considered on second
reading.

THE PRESIDENT: That is a roll call
vote.

All those in favor, signify by voting Aye;
opposed, No.

Cast your votes.

Has every delegate voted? Does any dele-
gate desire to change his vote?
