READING CLERK: Amendment No. I
to Committee Recommendation GP-I, by
Delegate Pullen. In line 8 on page 1 of the
printed Committee Recommendation No.
GP-I, strike out the word "may" and in-
sert in lieu thereof the word "shall."
THE CHAIRMAN: Amendment No. I
is moved. Is it seconded?
(The motion was duly seconded.)
THE CHAIRMAN: Moved and sec-
onded. The Chair recognizes Delegate Pul-
len for debate on the amendment.
DELEGATE PULLEN: I would like to
submit GP-I Recommendation 2.
THE CHAIRMAN: Let us proceed with
1. Do you have any further comment with
respect to Amendment No. 1, Delegate
Pullen?
DELEGATE PULLEN: No, sir.
THE CHAIRMAN: Is there any further
discussion?
(There was no response.)

(Call for the question.)
The question arises on the adoption of
Amendment No. 1 to Committee Recom-
mendation GP-I.
A vote Aye is a vote in favor of the
adoption of the amendment. A vote No is
a vote against the amendment.
Are you ready for the question? All
those in favor signify by saying Aye; con-
trary, No. The Noes seem to have it.
(There was a call for a roll call from
the floor.)
THE CHAIRMAN: The Chair will ac-
cept the call. Roll call.
(Whereupon a roll call vote was taken.)
THE CHAIRMAN: Have all delegates
voted? Does any delegate desire to change
his vote? The Clerk will record the vote.
There being 58 votes in the affirmative
and 74 in the negative, the motion is lost.
The amendment is rejected.
The Chair recognizes Delegate Pullen
for the purpose of submitting another
amendment.
DELEGATE PULLEN: Mr. Chairman,
I would like to move the adoption of
Amendment GP-2.
THE CHAIRMAN: The Clerk will read
the amendment, Amendment No. 2 to Com-
mittee Recommendation GP-I.
READING CLERK: Amendment No. 2
to Committee Recommendation GP-I, by
Delegate Pullen. In line 10 on page 1 of
the printed Committee Recommendation
No. GP-I, after the word "appoint" strike
out the word "its" and insert the words
"the adjutant general and the."
THE CHAIRMAN: Is there a second?
(The motion was duly seconded.)
THE CHAIRMAN: The question arises
on Amendment No. 2 to Committee Rec-
ommendation GP-I. Does Delegate Pullen
desire to speak further? Is there any
further discussion?

DELEGATE CHABOT: Mr. Chairman,
I understand there is in the process of
preparation the amendment that had been
discussed earlier. Is it in order for me to
move the amendment?
THE CHAIRMAN: Is the amendment
in writing now?
DELEGATE CHABOT: The amend-
ment was submitted in writing. I do not
know if it has been officially submitted.
THE CHAIRMAN: Is there a. written
copy here that can be read?
DELEGATE CHABOT: The amend-
ment is simply to insert the word "other."
