of the University of Baltimore. I was
going to suggest that members of the Con-
vention who live near colleges or local
libraries do the same thing. The librarians
tell me that they really will be valuable.

THE PRESIDENT: Delegate Frank
Robey.

DELEGATE ROBEY: I call your atten-
tion to page 2 of the resolution, lines 28
and 29. Again, following Delegate Bur-
dette's questioning, this is for the legis-
lative history.

I am not sure that there is not the need
to add an additional phrase in line 29. I call
your attention to that phrase which says
"a post-convention Committee on Public
Information which shall formulate ideas
and advise with regard to an impartial
public information program".

When will the Committee be appointed?
Who will they be advising? The President
alone? Or the post-convention staff or will
they be advising the delegates who were
members of the Convention, or all of these
people?

DELEGATE DULANY: The Committee
will be advising all of these people. The
Committee will be conducting a program
and will advise the staff that is employed
to conduct a public information program. I
think that each delegate is charged with
the responsibility of informing this State
as well as the official committee.

I think the Committee will advise the
delegates here who are not members of the
Committee, who are not members of any
Committee, but who are actually speaking
and endeavoring to inform their constitu-
ents of the activities of this Convention. I
think this Committee will advise them. I
think the Committee will be a very im-
portant tool to the president.

THE PRESIDENT: Delegate Robey.

DELEGATE ROBEY: For the sake of
the legislative history of this resolution, I
think it should be pointed out very spe-
cifically at this time that the Committee's
function will be solely one of advisory ca-
pacity. They will not direct. Is this true?

DELEGATE DULANY: The Committee
will formulate and advise. We must have
someone we can put the finger on who is
directing the program. The resolution pro-
vides that the President shall, or in his
absence or inability, the Vice-President.
The Committee will formulate and advise
with regard to the program.

THE PRESIDENT: Are there any fur-
ther questions?

Delegate Grant.

DELEGATE GRANT: Delegate Dulany,
it is my understanding that the Constitu-
tional Commission is also still in existence,
and I presume that any work that your
group would do and the Convention will
do would be coordinated and combined with
whatever work they are still working on?

DELEGATE DULANY: I think that
will be true. We will be working with the
Commission. The legislature and the two
aspects of the post-convention activities,
the public information program and the
aspect of winding up the affairs of this
Convention. I think it will all be combined
so you cannot put your finger on one em-
ployee doing one job. All these things are
inter-related.

THE PRESIDENT: Delegate James.

DELEGATE JAMES: Mr. President, I
do not seem to have a copy of Resolution
26.

DELEGATE DULANY: Yes.

THE PRESIDENT: Will the pages
please get a copy of Resolution 26.

DELEGATE JAMES: I would like to
know whether this resolution would au-
thorize the President to possibly join with
the General Assembly in conducting neces-
sary research. I believe you said that and
I want to make sure that that is correct.

DELEGATE DULANY: That is our in-
tention. We do not have it spelled out
specifically. It was our intention that the
Committee and the President would be
working in connection with the General As-
sembly. Certainly the staff that would be
appointed by this Convention or by the
President of this Convention would be
working for the staff of the legislature.

THE PRESIDENT: Any further dis-
cussion.

Resolution No. 26. A vote Aye is a vote
in favor of the resolution. A vote No is a
