[Jan. 4] DEBATES 3265

concurrent resolution of both houses of the
legislature. We are asking for trouble. We
are dealing with something where dotting
of i's and crossing of t's is terribly im-
portant. When the staff got together on
this section 14 and worked it out as care-
fully as they did, it was in order to es-
tablish that the rights and duties did move
from the Board of Public Works to the
new board of review, but the legislature
has a perfect right to take from the board
of review, and it should, those uninter-
esting, unimportant duties that Delegate
Morgan referred to.

In the interest of a tidy document, in the
interest of a document that is well thought
out, carefully designed, and that is a
mosaic that ought not to be broken up, I
ask you to defeat this amendment.

THE CHAIRMAN: Is there any other
discussion?

(There was no response.)
Are you ready for the question?
(Call for the question.)
The Clerk will ring the quorum bell.

The question arises on the adoption of
Amendment No. 8 to Committee Recom-
mendation GP-13.

A vote Aye is a vote in favor of Amend-
ment No. 8. A vote No is a vote against.

Cast your vote.

Has every delegate voted? Does any dele-
gate desire to change his vote?

(There was no response.)
The Clerk will record the vote.

There being 25 votes in the affirmative
and 69 in the negative, the motion is lost.
The amendment is rejected.

Are there any other amendment to Sec-
tion 14? Section 15? Section 16? Section
17? Section 18? Section 19? Section 20?

(There was no response to these ques-
tions.)

Section 21?
Is your amendment here?

DELEGATE FORNOS: It covered sec-
tions 21, 22, and 23. It has gone to the print
shop.

THE CHAIRMAN: We will pass on.
Section 22.

Delegate Gill, do you desire to offer your
Amendment N?

DELEGATE GILL: Yes, I do. So you
have Amendment N?

THE CHAIRMAN: Yes, I have Amend-
ment N.

DELEGATE GILL: It has another
number now, another letter now.

THE CPIAIRMAN: I have another
amendment sponsored by you and Delegate
Lloyd Taylor together.

DELEGATE GILL: That is to take the
place of N.

THE CHAIRMAN: You do not offer N?
DELEGATE GILL: No.
THE CHAIRMAN: You do offer AV?
DELEGATE GILL: Hold it, then.

THE CHAIRMAN: What do you mean
by hold it?

DELEGATE GILL: Hold it until after
the Willoner and Fornos amendments.

THE CHAIRMAN: Delegate Fornos, do
you have a copy of your amendment?

DELEGATE FORNOS: Delegate Hard-
wicke does.

THE CHAIRMAN: Delegate Rybczyn-
ski, do you desire to offer your Amendment
T?

DELEGATE RYBCZYNSKI: I under-
stand, Mr. Chairman, that there is a simi-
lar amendment prepared by a female mem-
ber of this Convention and frankly I would
appreciate voting for her amendment if it
is the same as mine.

THE CHAIRMAN: What amendment is
it, do you know?

DELEGATE RYBCZYNSKI: Delegate
Gill's.

THE CHAIRMAN: Do you desire to
withdraw your amendment? The amend-
ment is not the same.

DELEGATE RYBCZYNSKI: We will
go on with the business of the Convention.
I will offer mine.

THE CHAIRMAN: Amendment T.
Pages will please distribute the Amend-
ment T.

Delegate Rybczynski, the Chair has seen
a carbon copy of the amendments that
Delegate Fornos proposes to offer. They
