There being 49 votes in the affirmative
and 70 in the negative, the motion is lost.
The amendment is rejected.

Delegate Boyer, I take it that you do
not now desire to offer your Amendment B.

DELEGATE BOYER: If I may, I would
first like to rise on a point of personal
privilege.

THE CHAIRMAN: State the privilege.

DELEGATE BOYER: We have been
concerned for some time about the Chair-
man of the Committee on Legislative
Branch, about his "sight and visibility",
and I wonder if it would be appropriate to
pass Delegate Gallagher a little present to
aid him.

THE CHAIRMAN: Do you desire him
to open it?

DELEGATE BOYER: Yes, I wish he
would, sir.

(Delegate Gallagher was presented with
a pair of binoculars.)

THE CHAIRMAN: Delegate Gallagher.

DELEGATE GALLAGHER: The better
to see you with. Thank you.

THE CHAIRMAN: Delegate Boyer.

DELEGATE BOYER: We have a back-
up gift in case he should lose that. It has
been suggested so he can see small counties.

(Delegate Gallagher was presented with
a telescope.)

THE CHAIRMAN: Is that also for
single districts?

DELEGATE BOYER: Yes, single mem-
bers, one eye.

THE CHAIRMAN: Delegate Gallagher.

DELEGATE GALLAGHER: At long
last I got one "Aye" out of Mr. Boyer. It
took a long time.

THE CHAIRMAN: Delegate Boyer.

DELEGATE BOYER: May it never
happen again.

Mr. Chairman, as a last parting shot,
we hope this might encourage him to seek
like Diogenes a little light at certain times
of the day and we give these gifts with
great respect and admiration for Delegate
Gallagher.

(Delegate Gallagher was presented with
a flashlight.)

THE CHAIRMAN: Now, Delegate
Boyer, I assume you do not wish to offer
Amendment B.

DELEGATE BOYER: Oh, yes, that
again.

I think, Mr. Chairman, that to conserve
the time of the Convention, I think we will
withdraw Amendment B at this time.

(Applause.)

THE CHAIRMAN: Thank you very
much.

Delegate Gallagher, do you desire to
offer —

DELEGATE GALLAGHER: Not on
your life. You will find that Mr. Boyer has
an identical amendment which I believe he
will be only too happy to offer.

THE CHAIRMAN: You desire to with-
draw both of them.

DELEGATE GALLAGHER: Yes, H and
O. I cannot withdraw S, but I withdraw
mine.

THE CHAIRMAN: You do not desire to
offer Amendment O, Delegate Boyer?

DELEGATE BOYER: May I have a
minute recess?

THE CHAIRMAN: The Chair has no
other amendments to section 7 or 8.

Are there any other amendments?
Delegate Raley.

DELEGATE RALEY: Mr. Chairman
and members of the Convention, point of
personal privilege.

THE CHAIRMAN: State the privilege.

DELEGATE RALEY: There is in the
balcony in the rear a member of the House
of Delegates from St. Mary's County, Dele-
gate Briscoe and his law partner, Mr.
James Kenney, from St. Mary's County.

(Applause.)

THE CHAIRMAN: The Chair has no
other amendments to section 7 or 8.
