DELEGATE HICKMAN: Mr. Chair-
man, Delegate Wheatley has an amend-
ment being prepared for section 23, and he
is not here at the present time.
THE CHAIRMAN: Will the pages
please distribute Amendment R?

DELEGATE HICKMAN: Mr. Chair-
man, Delegate Wheatley asked if we could
pass over this and come back to it, as he
had to leave for about an hour.
THE CHAIRMAN: I think this is the
last amendment that the Chair has to the
transitional provisions. I think under the
circumstances it would probably be better
for us to recess at this time.

DELEGATE POWERS: Mr. Chairman,
I move the Committee of the Whole rise
and report that it has not yet concluded
consideration of Committee Recommenda-
tion GP-13.
THE CHAIRMAN: Is there a second?

signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.

THE PRESIDENT: The Convention will
please come to order.
On behalf of the Committee of the Whole,
the Chair reports the Convention has had
under consideration Committee Recommen-
dation GP-13, that it still has it under con-
sideration and desires leave to sit again.
Are there any announcements necessary
to be made by committee chairmen before
the dinner recess.
Delegate Scanlan.
DELEGATE SCANLAN: The Commit-
tee on Rules will at last have its picture

taken in the lounge behind the House
Chamber immediately following this eve-
nings recess.
THE PRESIDENT: Delegate Sherbow.
DELEGATE SHERBOW: The Commit-
tee on State Finance and Taxation will
have a dinner meeting immediately after
this recess at the Maryland Inn. I hope
every member will be present.
THE PRESIDENT: Are there any other
announcements by committee chairmen?
