tion that would take effect under the new
constitution.

Delegate Grant.

DELEGATE GRANT: I presume the
thought had occurred to the leaders of the
legislature, and I wondered if there had
been some thought given to positively
changing some of these provisions which
they may feel need to be changed, even
as to the dates they will go into effect.

DELEGATE JAMES (presiding) : Dele-
gate Hardwicke.

DELEGATE HARDWICKE: I think in
the prior constitution, as we have been
talking about it, the legislature could have
an effective date after July 1st coming, but
they could have an effective date before,
too.

DELEGATE JAMES (presiding) : As-
suming this constitution is ratified.

Are there any further questions?
(There was no response.)

If not, we will terminate the question
period and send a St. Bernard dog for the
President to find out what we do next.

We could go into the amendment period.
Perhaps President Eney will be here be-
fore we do that. It is very unusual when
we run out of questions.

(At this point, President H. Vernon Eney
resumed the Chair.)

THE CHAIRMAN: The Clerk will ring
the quorum bell, please.

May I have your attention? The pages
have begun distributing and placing on
your desks memoranda containing the first
portions of the constitution as thus far
drafted, showing the changes made on sec-
ond reading. This is following the same
pattern as we did before, that the matter
stricken out is repeated, but lined through,
and new matter is shown in italics.

Keep in mind that this device shows
pages only on second reading so that the
matter that was stricken out is in italics.
The attachment to the report of the Com-
mittee on Style, Drafting and Arrange-
ment, would of course be quite different
from this. This is the draft which shows
you what you have acted on up to now,
what you have 'adopted.

In order to get it to you as quickly as
possible, we are not printing it on two
sides, except a few sheets, and are not

necessarily going to get it to you consecu-
tively. The pagination, therefore, will fol-
low the article numbers. In other words, at
the bottom of the page, the first page deal-
ing with personal rights and preamble, the
page at the bottom is 11 and then 12, 13,
etc. That means it is page 1 of Article 1.

The next, suffrage and elections, begins
page 21, 23, etc. The next installment which
will be coming to you shortly, I think, is
Article 7. It will be numbered pages 71, 72,
etc., so that even though you get them out
of order each article will be complete and
by this method of pagination you will be
able to assemble the whole thing.

The draft is complete. If we can get
through the printing in time I think you
will have a complete draft before you leave
this evening.

We are now ready to receive amendments
with respect to Committee Recommendation
GP-13.

Are there any amendments with respect
to the introductory paragraph on page 1,
beginning on line 9?

The Chair hears no amendments and has
none.

Are there any amendments to section 1?
The Chair hears none.
Are there any amendments to section 2?
The Chair hears none.
Are there any amendments to section 3?

The Chair has three amendments, each
of which is to strike out three sub-para-
graphs.

The first pertains to sub-paragraph A.

Delegate Johnson, do you desire to offer
your amendment I?

DELEGATE JOHNSON: Yes, Mr.
Chairman.

THE CHAIRMAN: The pages will
please distribute the amendment marked
"I". This will be Amendment No. 1.

to Committee Recommendation GP-13 by
Delegates Johnson and Rybczynski:

On page 2, section 3, Delayed Effect of
Certain Sections, strike out all of subsec-
tion (a), comprising all of lines 32 through
35, inclusive.

been submitted by Delegate Johnson, sec-
