3218 CONSTITUTIONAL CONVENTION OF MARYLAND [Jan. 4]

If not, the Chair thinks this is a con-
venient place to break. We will resume
after the lunch recess for consideration of
the schedule on legislation.

First the Chair recognizes Delegate
Powers.

DELEGATE POWERS: Mr. Chairman,
I move that the Committee of the Whole
rise, and report that it has not concluded
its consideration of Committee Recommen-
dation No. GP-13.

THE CHAIRMAN: Is there a second?
(The motion was duly seconded.)

THE CHAIRMAN: All those in favor
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.

(Whereupon, at 1 :00 P.M., the Commit-
tee of the Whole rose, and the Convention
reconvened.)

(The mace was replaced by the Sergeant-
at-Arms.)

PLENARY SESSION
JANUARY 4, 1968—1:00 P.M.

PRESIDENT H. VERNON ENEY,
PRESIDING

THE PRESIDENT: The Convention
will come to order.

On behalf of the Committee of the
Whole, the Chair reports that the Com-
mittee has had under consideration Com-
mittee Recommendation GP-13; that it
still has it under consideration, and it de-
sires leave to sit again.

Are there any announcements by com-
mittee chairmen?

Delegate Storm.

DELEGATE STORM: Mr. President
and fellow delegates, I rise on a point of
personal privilege.

THE PRESIDENT: State the privilege.

DELEGATE STORM: In the gallery
there are three people. We welcome all of
them. I would especially like to recognize
the young lady who is responsible for my
being here, that is my partner in my law
office, Mary Storm, who is in the blue dress
just above the rostrum. I would like for
you to give her a welcome.

(Applause.) ..

THE PRESIDENT: Delegate Sickles.

DELEGATE SICKLES: Mr. President,
I would like to ask all the delegates to
this Convention from Prince George's
County to join with me immediately upon
our recess in the Senate Chamber for
about five minutes.

THE PRESIDENT: Are there any
other announcements?

Do not forget that immediately after the
luncheon recess we will have the formal
photograph of the Convention.

This is the final chance to have your
photograph taken. Return very promptly
from lunch, assemble quickly, take your
seats, so that we can move on.

All delegates present now and not pres-
ent at roll call may indicate their presence
at supplemental roll call.

The Clerk will record the supplemental
roll call.

The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. President,
I move that we recess until 2:00 P.M.

THE PRESIDENT: Is there a second?
(The motion was duly seconded.)

THE PRESIDENT: All in favor signify
by saying Aye; opposed, No. The Ayes
have it. It is so ordered.

(Whereupon, at 1 :05 P.M., the Conven-
tion was recessed to reconvene at 2:00
P.M., on the same day.)
