Are there any announcements by any
others?
(There was no response.)
May the Chair suggest to you again not
that you do any study work on this this
evening, but we will be purposely delaying
the hour of meeting until 10:30 tomorrow,
it would be well worthwhile if you would
take the two copies, the blue and the white,
go through it quietly, and mark any places
where you have questions.
All delegates not present at roll call
may indicate their presence now on supple-
mental roll call. Do not forget that the
second and final picture of the entire Con-
vention is scheduled for tomorrow after-
noon. I think the hour is 2:30 or imme-
diately after lunch, the cameras will be
set up during the lunch recess. I am very
anxious that every delegate be here for
this picture, which will be the final op-
portunity.
Delegate Powers.

PLENARY SESSION
JANUARY 4, 1968—10:45 A.M.
PRESIDENT H. VERNON ENEY,
PRESIDING
THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
doors.
The invocation today will be offered by
the Reverend Dean Kesler of the Baldwin
Memorial Methodist Church at Millers-
ville, Maryland.
REVEREND KESLER: Eternal God,
whose years have no beginning or ending,
look down upon us as we begin this year
and this day. Sustain us with Thy grace
as our feet trod the uncertain way of the
future. The wisdom with which Thou dost
endow us -will determine the outcome of
many issues. Our minds must grapple with
|
many perplexing problems. With Thy Di-
vine leadership we are sure to arrive at
the right answers to the many thorny is-
sues which lie ahead.
This morning we are conscious of the
cloud of witnesses who surround us on
every side. Some of these look down upon
us for "the spacious firmament on high."
They passed to us the torch whose light
has guided the great State of Maryland
for a hundred years. We are also conscious
of the host with whom we rub shoulders
each day. They look to this hall as the
place where there is being constructed the
road over which the great Free State will
travel for the next 100 years.
Upon this Constitutional Convention, we
pray Thou, Almighty God, -will pour Thy
wisdom upon all who have participated in
its workings. Especially give understand-
ing to the presiding officer and chairmen
of the various committees. Pour our Thy
strength upon all who are trusted with
authority, upon whom rest the heavy bur-
dens and responsibilities of vital decisions
which will affect the lives of millions yet
to be born.
Guide us, lead us, and bless us with Thy
grace and mercy, we ask in the name of
the Lord of Host. Amen.
THE PRESIDENT: Thank you.
Roll call.
Has every delegate answered roll call?
(There was no response.)
The Clerk will record the roll call.
There being a quorum present, the Con-
vention is in session.
I am very sorry to inform you that early
this morning the father of Delegate
Malkus passed away in Baltimore quite
suddenly. I will ask us to observe a moment
of silence.
(The Convention observed a moment of
silence.)
THE PRESIDENT: The Chair recog-
nizes Delegate Powers.
DELEGATE POWERS: Mr. President,
I move the adoption of today's calendar.
(The motion was duly seconded.)
THE PRESIDENT: All those in favor
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.
On December 30, Resolusion No. 26 was
