3182 CONSTITUTIONAL CONVENTION OF MARYLAND [Jan. 3]

THE PRESIDENT: Delegate Boileau
votes Aye.

Does any delegate desire to change his
vote?

(There was no response.)
The Clerk will record the vote.

There being 45 votes in the affirmative
and 63 in the negative, the motion is lost,
and the amendment is rejected.

Are there any other amendments to Com-
mittee Recommendation LB-2 and -3 and
GP-10?

Delegate Pullen.

DELEGATE PULLEN: Mr. President,
I rise to a point of personal privilege.

THE PRESIDENT: State the privilege.

DELEGATE PULLEN: As the grand-
son, son, and nephew of two Methodist
preachers, I should like the Convention to
join me in welcoming the charming wife of
the future Bishop of the Methodist Episco-
pal Church, Right Reverend Bruce Price,
in the balcony over 'the podium. She is the
mother of four children, the latest six
weeks old — Simon.

(Applause.)

THE PRESIDENT: The question now
arises upon the adoption of second reading
of Committee Recommendations LB-2 and
-3, and GP-10, to the extent printed as an
attachment to the report of the Committee
on Style, Drafting and Arrangement S&D-
14, as amended.

The Chair's attention is called to the
fact that the Convention has not yet con-
curred in the recommendations made by the
Committee on Style.

The question arises upon the adoption of
the amendments recommended by the Com-
mittee on Style with respect to the sections
of LB-2, LB-3 and GP-10 included in the
attachment of the report of the Committee
on Style, Drafting and Arrangement in Re-
port S&D-14.

A vote Aye is a vote in favor of the
amendments, and a vote No is a vote
against.

Cast your votes.

Has every delegate voted? Does any del-
egate desire to change his vote?

The Clerk will record the vote.

There being 105 votes in the affirmative
and 2 in the negative, the amendments pro-

posed by the Committee on Style are
adopted.

The question now arises upon the adop-
tion on second reading of the sections of
Committee Recommendations LB-2, LB-3
and GP-10 included in the attachment of
the report of the Committee on Style,
Drafting and Arrangement, S&D-14 as
amended.

A vote Aye is a vote in favor of the
adoption of the recommendations as
amended. A vote No is a vote against.

Cast your votes.

Has every delegate voted? Does any dele-
gate desire to change his vote?

The Clerk will record the vote.

There being 101 votes in the affirmative
and 3 in the negative, the motion is carried.
The sections of the Committee Recom-
mendations LB-2, -3, and GP-10 included
in the attachment to Style Committee Re-
port S&D-14 as amended, are approved
and adopted on second reading;. The report
and the recommendations as amended are
referred to the Committee on Style, Draft-
ing and Arrangement.

The next item on the calendar is Item
7-C, which was a reconsideration of the
vote by which Committee Report S&D-11
was adopted in order to reconsider the
vote by which Amendment No. 2 to Com-
mittee Recommendation S&E-1 and S&E-2
was adopted. The Chair has been advised
by the Chairman of the Committee on Suf-
frage and Elections that she does not de-
sire to offer that particular motion but she
does desire to move a suspension of the
rules, a suspension of whatever applicable
rules would prevent consideration of an
amendment to section 2.01 as adopted on
second reading.

Will the pages please distribute Amend-
ment J. J for jig. This will be Amendment
No. 10. The Clerk will read the amendment.

READING CLERK: Amendment No. 10,
to Committee Recommendation S&E-1 and
S&E-2, as amended by Style Committee Re-
port S&D-11, by Delegates Koss and others:
On page 1, section 2.01, Voters in National,
