314 CONSTITUTIONAL CONVENTION OF MARYLAND [Oct. 30]

a vote against the amendment.

All those in favor, signify by saying
Aye; contrary, No. The Ayes seem to have
it. The Ayes have it. It is so ordered.
I am sorry, but that requires a roll call
vote because of the number required. I
have to take a vote again by roll call. A
vote Aye is a vote in favor of the amend-
ment. Please signify your vote.
(Whereupon a roll call vote was taken.)
THE PRESIDENT: Has every delegate
voted? Does any delegate desire to change
his vote?
(There was no response.)
The Clerk will record the vote.
There being 130 votes in the affirmative
and 2 in the negative, the motion carries.
The amendment to Rule 28 [29] is adopted.
In view of that action of the Conven-
tion, the Chair desires to announce that
Delegate dark is assigned as a voting
member to the Committee on the Legisla-
tive Branch and Delegate James is as-
signed as a voting member to the Commit-
tee on the Executive Branch.
Are there any further reports of stand-
ing committees?
(There was no response.)
Next item of business is the introduction
and first reading of proposals. I regret to
inform you there are twenty-two pro-
posals to. be offered today.
Delegate Proposal No. 421. The Clerk
will read the proposal.
READING CLERK: Delegate Proposal
No. 421, by Delegates E. J. Clarke, Clagett,
Jett, and Hutchinson. Title,
A PROPOSAL that all persons shall
have the right to form, join, or not to join
labor organizations, and to bargain collec-
tively thrugh representatives of their own
choosing,
THE PRESIDENT: Delegate Proposal
No. 421 is referred to the Committee on
Personal Rights and the Preamble.
I have been asked to announce there
will be a memorandum in support of this
proposal on your desk tomorrow.
Delegate Proposal No. 422. The Clerk
will read the proposal.
READING CLERK: Delegate Proposal
No. 422, by Delegate John Carroll Byrnes.
Title,
A PROPOSAL that the General Assem-
bly or the people of Maryland may alter
the jurisdiction of either house of the Gen-
eral Assembly, or both houses, to respond
to the need for regional services and
planning on a statewide level.
THE PRESIDENT: Delegate Proposal
No. 422 is referred to the Committee on
Local Government. There is a memorandum
by Delegate Byrnes accompanying Delegate
Proposal No. 422.
Delegate Proposal No. 423. The Clerk
will read the proposal. Delegate Storm.
DELEGATE STORM: If it is in order,
may I move that so much of the reading
of these proposals and referrals be con-
sidered the reading of all those proposals
and referrals?
(The motion was duly seconded.)
THE PRESIDENT: My hesitation, Dele-
gate Storm, is due to the fact that there
is nothing on the agenda to indicate the
proposals and therefore there would be
nothing in the journal to indicate which
proposals had been submitted.
May I suggest that you change your mo-
tion to an authorization to the Chair to
read the number and reference of the pro-
posals and omit the reading of the titles?
DELEGATE STORM: Your suggestion
is wonderfully acceptable and I so move.
THE PRESIDENT: Is there a second?
(The motion was duly seconded.)
THE PRESIDENT: Any discussion? All
those in favor of the motion, signify by
saying Aye; contrary, No. The Ayes have

on your desk.
