3132 CONSTITUTIONAL CONVENTION OF MARYLAND [Jan. 3]

Delegate Fornos.

DELEGATE FORNOS: When it is ap-
propriate, I would like to be recognized on
a point of personal privilege.

THE PRESIDENT: State the privilege.

DELEGATE FORNOS: I would hope
that the Convention would join me in ex-
tending a warm welcome to a newspaper
editor from southern Anne Arundel County,
Mr. Otto Walters.

(Applause.)

THE PRESIDENT: Are there any an-
nouncements to be made by committee
chairmen?

Delegate Beatrice Miller.

DELEGATE B. MILLER: Mr. Chair-
man, I have a point of personal privilege.

THE PRESIDENT: State the privilege.

DELEGATE B. MILLER: I rise to
speak most briefly concerning section 1.17
of the Declaration of Rights. On consider-
able reflection it appears to me that the
vote last night was not decisive. Rather
it would serve to carry forward devisive
forces in connection with the adoption of
this constitution and this concerns me
much. Therefore, in an effort to gain some
true measure of compromise and consoli-
date all forces in support of the constitu-
tion and to move any vestage of claim that
the constitution represents one privileged
class, I intend to request consideration ; I
intend to offer different language which
will not entirely please anyone, but it will
not entirely displease anyone.

After time for the delegates to consider
the language and make up their minds, I
shall request reconsideration.

THE PRESIDENT: The reconsideration
will require the concurrence of fifteen
delegates.

Delegate Mitchell.
DELEGATE MITCHELL: I have that.

THE PRESIDENT: If you have it, you
can let the Chair have it at any time.

Are there any other announcements?

If not, the Chair recognizes Delegate
Powers.

Just a second. Any delegates present now
and not present this morning may indicate
their presence on supplemental roll call.

Has every delegate answered supplemen-
tal roll call?

DELEGATE POWERS: Mr. President,
I would like to ask all the members of the
Committee on Calendar and Agenda to
gather in the senate lounge for a meeting
immediately upon our recessing and I move
that we recess until 2:00 P.M.

THE PRESIDENT: Thank you.

All those in favor signify by saying Aye;
contrary, No. The Ayes have it. It is so
ordered.

(Whereupon, at 1 :05 P.M., the Convention
recessed until 2 P.M., of the same day.)

THE PRESIDENT: The Sergeant-at-
Arms will clear the aisle and close the
doors.

The Convention will please come to order.
Roll call.
Has every delegate answered roll call?

The Clerk will record the roll call.

There being a quorum present, the Con-
vention is in session.

We will resume consideration under spe-
cial orders of Committee Recommendation
GP-6.

The Chair understands that there are
no amendments to be offered which are
germane to the amendments by the Com-
mittee on Style, but the request has been
made to submit for separate action by the
Convention the question of the adoption of
the recommendations of the Committee on
Style.

I think we can make the problem con-
fronting us much simpler in this manner:
I think the amendments can best be han-
dled and understood if we will take them
sentence by sentence in each amendment.
Therefore, the question arises first on the
adoption of the amendments recommended
by the Committee on Style in the first
