3126 CONSTITUTIONAL CONVENTION OF MARYLAND [Jan. 3]

The recorded vote heretofore distributed
with respect to 3.23 marked Amendment
No. 18 to LB-1 is marked Amendment No.
18 in error. It is to accompany Amendment
No. 17. Please correct your copy. The re-
corded vote should be marked Amendment
No. 17 to LB-1.

Delegate Moser, does the Chair under-
stand you do not now desire to offer your
amendment GG?

DELEGATE MOSER: That is correct,
Mr. President.

THE PRESIDENT. The Chair has no
further amendments to section 3.23. Are
there any further amendments?

(There was no response.)

DELEGATE GILL: Point of inquiry
concerning the numbers on the amendment.
Amendment Z, Delegate Grant's amend-
ment was number 17, the first amendment
we had today?

THE PRESIDENT: Yes.
Delegate Gill.

DELEGATE GILL: According to my
record it would be 18. You just told us to
change it to 17. That gives us two seven-
teens. The amendment stays like it was.

THE PRESIDENT. It is the tally sheet
to which the Chair referred that is marked
Amendment No. 18. It should be marked
Amendment No. 17 so that you can iden-
tify it. The vote was 82, 52, and 8.

This Amendment II will be Amendment
No. 22.

The Clerk will read the amendment.

READING CLERK: Amendment No. 22
to Committee Recommendations LB-1, 2,
and 3 as amended by S&D-16 by Delegate
Gallagher: On page 4 section 3.11, Limi-
tation on Appointment of Legislators, in
line 28 strike out the word "his" and insert
in lieu thereof the word "the"; and in line
29 before the comma insert the following:
"for which he was elected or appointed",
and in line 32 strike out the word "his"
and insert in lieu thereof the word "such".

THE PRESIDENT: The Chair was in
error in receiving the Amendment No. 22
at this time. It pertains to a section not on
the special order. It requires the suspen-
sion of rules for its consideration.

The Chair will recognize Delegate Gal-
lagher at a later time. Strike the number
"22" from the amendment. Retain the
amendment. We will reach it later.

Are there any amendments to any of the
sections under consideration? Sections 3.03,
3.04, 3.19, and 3.23.

That is, 3.14. Section 3.19 was acted
upon.

There are no amendments.

We did not at yesterday's consideration
approve the amendments recommended by
the Committee on Style with respect to
sections 3.03 and 3.04. I will do so at this
time.

The question arises on the adoption of
the amendments recommended by the Com-
mittee on Style in sections 3.03 and 3.04 on
Committee Recommendations LB-1, LB-2,
and LB-3. Is there any discussion?

(There was no response.)

The question arises on the adoption of
the amendments proposed by the Commit-
tee on Style on sections 3.03 and 3.04 of
Committee Recommendation LB-3.

Has every delegate voted? Does any dele-
gate desire to change his vote?

There being 98 votes in the affirmative
and 3 in the negative, the motion is carried.
The recommendations made by the Com-
mittee on Style are adopted.

Before putting to you the question of
adoption on second reading of sections
3.03, 3.04, 3.14, and 3.23 as amended, the
Chair has an announcement to make in
connection with section 3.23 and particu-
larly Amendment No. 16A. I will choose
my words carefully in the sincere hope that
what I say will be accepted without fur-
ther comment or contradiction by the op-
posing forces.

In view of the action by the Convention
with respect to the amendments as to na-
tural resources and education, none of the
delegates heretofore at odds over the issue
of Amendment No. 16A will move the re-
consideration of the vote by which the
amendment was adopted which means that
the amendment will stand. That is the
