of the various committees I have assigned
the two Vice-Presidents to each of four
committees and myself to each of three
committees. We are designated as liaison
members and although as such will be vot-
ing members of the committee to which we
are assigned, these assignments are pri-
marily made in order to coordinate the
work of the committees. 1 plan to coordi-
nate further the work of all committees,"
et cetera.
Inother words we were on notice. On the
other hand, as the sponsors of Resolution
No. 18 pointed out, this language was not
language in the rules although the Rules
Committee was very much aware of that
language when it met on the eve of the
Convention on September 12.
So we were on notice. On the other hand,
there are strong substantive arguments the
other way which indicate whatever justi-
fication might have been in the Congress
for serving and voting on more than one
substantive committee, that the situation is
perhaps different in the Convention and
the Convention has already at least indi-
cated some feeling on this subject.
In our Committee there was substantial
feeling that the Committee should take no
action on the merits but a motion to that
effect failed three to six and after that
vote we voted to recommend favorably the
adoption of Resolution No. 18 by an eight
to one vote in the Committee. Therefore, the
Committee's recommendations are as fol-
lows. That Resolution No. 18 be adopted
and secondly that Rule 28 [29] be amended
in the two respects that 1 previously men-
tioned to the Convention.
THE PRESIDENT: Delegate Scanlan,
I am not clear on the recommendation as
to the resolution. The resolution in its orig-
inal form or as it was amended or in what
form?
DELEGATE SCANLAN: Forgive me.
There were certain amendments to the
resolution made in the Committee and
accepted by the sponsors of the resolu-
tion, I believe. First let me call atten-
tion that the resolution in its original
form will already be amended through
Delegate Gallagher's amendment which
struck lines 6 and 7 on page 2 of the orig-
inal resolution. In other words, it elimi-
nated it- retroactive aspects.
The Committee recommends that Reso-
lution No. 18 be adopted as follows: that
lines 1, 2, 3, 4, on page 1 be retained; that
lines 6 through 21 be stricken, that is the
whereas clauses; that in line 23 the words
"regardless of" and line 24 "his official ca-
pacity" be stricken.
So the whereas clauses would now read,
"Resolved that each delegate shall have
only one," words and figures, "substantive
committee and be it further resolved that
the three delegates presently voting on more
than one committee shall continue to be
liaison members to other committees but
shall not be a voting member except on the
one committee to which they are assigned
to exercise their vote."
The words "and be it further" are
stricken. I believe they were stricken un-
der Delegate Gallagher's amendment last
week anyway.
THE PRESIDENT: Bear with us just a
moment. There seems to be some problem
with the tape recorder.
Thank you for your patience. The Con-
vention will please come to order. Delegate
Scanlan, I take it that you propose to make
two motions, one dealing with amendment
to Resolution No. 18 and the other dealing
with an amendment to Rule 28 [29].
DELEGATE SCANLAN: That is cor-
rect, Mr. President.
THE PRESIDENT: Let us take up first
then the amendment to Resolution No. 18.
As the Chair understands it, the Commit-
tee proposes to amend Resolution No. 18
by striking all of lines 6 to 21, inclusive,
and the words "regardless of his official
capacity" in lines 23 and 24 and the words
"and be it" on line 3 at page 2, all of
lines 4, 6, and 7 on page 2. Is that correct,
sir?
DELEGATE SCANLAN: In addition,
Mr. President, forgive me, I did not men-
tion this before, that in line 29 the word
"substantive" be inserted to precede "com-
mittee." Again at line 25, page 1, again
in line 1 of page 2, the word "substantive"
be inserted to precede the word "commit-
tees" and again on line 2, page 2, the word
"substantive" to precede the word "com-
mittee."
THE PRESIDENT: I believe the last
changes you mentioned, Delegate Scanlan,
were adopted as amendments when the
resolution was before the Convention sev-
eral days ago.
DELEGATE SCANLAN: If so, they are
superfluous and we withdraw them.
THE PRESIDENT: The question arises
on the adoption of the amendments to
