In an effort to make a little progress, I
have had some additional meetings this
morning which, up to the moment, have
produced no progress. For this reason,
I am going to suggest to the Convention
that they stop talking for the moment
about the problem presented by Amend-
ment 16-B and, if anyone has the notion
of doing so, that he refrain from moving
a reconsideration. Within the next hour I
hope that by private discussion among two
or three of the delegates who have worked
so much on this, we can at least come up
with a statement that will be more under-
standable to the remaining delegates.
I think also that the problem with re-
spect to Amendment 16-B may be some-
what clarified, or at least sharpened, if we
proceed to the consideration of the other
amendments in connection with section
3.23. This may seem a backward way to
do it, but all of us who have participated
in the discussions this morning are agreed
that we will make more time, more prog-
ress, if we will consider the other two or
three amendments to this section, and then
come back to the question presented by
Amendment 16-B.
Delegate Grant, you have an amend-
ment which is largely a matter of style.
