THE PRESIDENT: Delegate Boileau
votes Aye.

Has every delegate voted?

Does any delegate desire to change his
vote?

(There was no response.)
The Clerk will record the vote.

There being 61 votes in the affirmative
and 60 in the negative, the motion carries.
The amendment is adopted.

So that the pages may make a distribu-
tion, the Chair would like to take an op-
portunity to read across the desk another
memorandum, Mr. Clerk. Committee Memo-
randum GP-13; the Clerk will read the
memorandum.

READING CLERK, Committee Memo-
randum GP-13 by the Committee on Gen-
eral Provisions, Elroy G. Boyer, Chairman,
in support of Committee Recommendation
No. GP-13: While the schedule of transi-
tional provisions and the schedule of leg-
islation are both intended to implement the
body of the new constitution, it is essen-
tial to clearly distinguish between the two
schedules.

THE PRESIDENT: Will the pages dis-
tribute GP-13 and the Committee Memo-
randum GP-13.

As I am sure you have observed from
examining the Committee Recommendation
GP-13, it is the longest committee recom-
mendation thus far received. I call to your
attention that it is merely the schedule of
transitional provisions. It is not the whole
new constitution. This is the reason, or one
of the reasons at least, why it is so desir-
able that a schedule such as this be
appended as a schedule and not made a part
of the constitution itself.

Notwithstanding the fact that we are
sitting late this evening and we will start
the session at ten o'clock tomorrow morn-
ing, I urge you at whatever opportunity
you have in the meantime, including at the
breakfast table, to read over the commit-
tee recommendation not so that you will
necessarily thoroughly understand it, but
so that you will understand its format and
be able to follow the discussion when it is
explained tomorrow.

The Chair does intend that there be a
full explanation of the committee recom-
mendation. If you will take the memoran-
dum and the recommendation and review
the two together side by side, I think you
will find it is not as formidable a task as
it appears to be.

There are a number of other amend-
ments to section 3.23, some of which the
Chair believes are of such a character as
will require, the sponsors desire, extensive
debate.

I think the hour is too late to continue
with that kind of debate at. this time, and
the Chair would, therefore, be disposed to
suspend consideration of this committee
recommendation at this time and in a few
moments to adjourn.

DELEGATE DULANY: Mr. President,
I would like to announce a meeting1 of the
Committee on Public Information at 9:30
A.M. tomorrow morning.

THE PRESIDENT: Are there any other
announcements by Committee Chairmen?

Delegate Penniman.

DELEGATE PENNIMAN: There will
be a meeting of the Committee on Style
at a quarter of ten tomorrow morning for
a very brief meeting.

THE PRESIDENT: Are there any other
announcements by committee chairmen?

(There was no response.)

Are there any other announcements by
other delegates?

(There was no response.)

Any delegates present now not present
earlier may indicate their presence on sup-
plemental roll call. The Clerk will record
the supplemental roll call.

The Chair recognizes Delegate Powers,
and let me remind you that there will be
a session tomorrow morning, tomorrow aft-
ernoon, and tomorrow night.

DELEGATE POWERS: Mr. President,
there will be a meeting of the Committee
on Calendar and Agenda tomorrow morn-
ing at room H-208. I move that we adjourn
until tomorrow at 10:00 A.M.

(Whereupon, the motion was seconded.)

signify by saying Aye; contrary No. The
Ayes have it. It is so ordered.
