3094 CONSTITUTIONAL CONVENTION OF MARYLAND [Jan. 2]

There being 93 votes in the affirmative
and 19 in the negative, the motion carries.
The amendment is adopted.

Delegate Adkins.

DELEGATE ADKINS: Mr. Chairman,
I now move that section 3.19 and that the
previous question —

THE PRESIDENT: It does not need a
motion, just a request.

DELEGATE ADKINS: All right, and
that the previous question be ordered on
section 3.19.

THE PRESIDENT: Request having been
made that section 3.19 be divided, the Chair
divides it, and there is now a motion for
the previous question on section 3.19 which
would be the question of adoption on sec-
ond reading of section 3.19 as amended.

Is there a second?

For wh'at purpose does Delegate Storm
rise?

DELEGATE STORM: To have a substi-
tute amendment for the motion.

THE PRESIDENT: T,he adoption of the
motion for the previous question would
prevent you from making that motion,
Delegate Storm. If it is not carried, the
Chair will recognize you.

The question arises on the motion to or-
der the previous question on the adoption
of section 3.19. This is not as amended. This
is not on the adoption of 3.19, but on or-
dering the previous question.

All those in favor, signify by saying
Aye; contrary, No.

The Chair is in doubt.

Call for a roll call vote on the previous
question.

A vote Aye is a vote in favor of ordering
the previous question. A vote No is a vote
against.

The previous question on section 3.19 is
ordered.

on second reading of section 3.19 as amend-
ed. A vote Aye is a vote in favor of the
adoption of section 3.19 as amended; a vote
No is a vote against.

Section 3.23 is before you open for
amendment. The Chair has a number of
amendments.

Delegate Clagett, have you by any chance
seen the Amendment U?

DELEGATE CLAGETT: Mr. President,
no I have not. Which one is that?

THE PRESIDENT: Just a second.

T.he Chair would be disposed first to con-
sider the Amendment U, but just a moment.

It appears that the amendments of sec-
tion 3.23 recommended by the Committee
on Style were not acted upon since we
divided the section and postponed further
consideration before acting on it so the
first matter is a consideration of the com-
mittee recommendations as to style.

Are there any amendments germane to
the Committee on Style's recommendation
of style changes in section 3.23?

Delegate Carson.

DELEGATE CARSON: Mr. Chairman,
amendment U was offered as a style
change, but the Chair ruled last week that
it did not believe that it was. I still con-
sider it to be one.
