The question arises on the motion to re-
consider the vote by which Style Commit-
tee Report S&D-9 with respect to Commit-
tee Recommendations R&P-1 and R&P-2
was adopted on second reading so that the
vote by which Amendment No. 2 to Com-
mittee Recommendations R&P-1 and R&P-2
was rejected may be reconsidered.

A vote Aye is a vote in favor of recon-
sideration. A vote No is a vote against re-
consideration.

THE PRESIDENT: Delegate Boileau.

DELEGATE BOILEAU: Mr. President,
please record me as voting Aye.

THE PRESIDENT: Delegate Boileau
votes Aye.

Has every other delegate voted ? Does
any other delegate desire to change his
vote?

(There was no response.)
The Clerk will record the vote.

There being 69 votes in the affirmative
and 68 votes in the negative the motion is
lost for failing to have a majority of the
whole number of delegates.

Mr. Clerk, what was your tally ?

I am sorry, the Chair read the tally
wrong. The vote is 69 to 67. The motion is
lost.

The next item on the calendar, still on
special order, is the further consideration
on second reading of certain sections of
Style Committee Report S&D-1G. This is
the Committee Report with respect to Com-
mittee Recommendations LB-1 and 2, I
think.

DELEGATE JAMES: Mr. Chairman.
THE PRESIDENT: Delegate James.

DELEGATE JAMES: What is the status
of that particular clause as a result of the
vote on reconsideration?

THE PRESIDENT: The one we just
had?

DELEGATE JAMES: Yes.

THE PRESIDENT: The history of
Amendment No. 2 was that it was origi-

nally rejected. There was a motion to
reconsider. It was rejected on tie vote. Re-
consideration on second reading failed.
Therefore the amendment is rejected and
the section proposed by the amendment is
not in, it is out. It is not included.

This is Style Committee Report S&D-16
with respect to Committee Recommenda-
tion LB-1, LB-2, and LB-3. There are five
sections for further consideration. The first
section is section 3.03, Composition of the
General Assembly.

Delegate Linton, are you the principal
sponsor on Amendment DD, I mean, the
spokesman?

DELEGATE LINTON: Mr. President, I
do not wish to offer these amendments just

yet.

THE PRESIDENT: Very well.

Delegate Lord, do you desire to offer
Amendment K ?

DELEGATE LORD: Mr. President, I
certainly can offer it at this time if it is
your decision to take the amendments as
to districting before the amendments as to
number.

THE PRESIDENT: The Chair does not
have any amendments as to number and
that is why I ask this. I am sorry, there is
one amendment. It is not sponsored by fif-
teen sponsors and that is why the Chair
passed it by.

Delegate Gallagher, notwithstanding the
fact that the amendment as to numbers is
not sponsored by fifteen delegates, do you
think it would be better to take it first ?

DELEGATE GALLAGHER: I would
suggest that. I think we ought to.

THE PRESIDENT: Delegate Vecera, do
you desire to offer Amendment G ?

DELEGATE VECERA: Mr. Chairman, I
desire to withdraw that amendment.

THE PRESIDENT: Thank you.

Are there any other amendments to sec-
tion 3.03 dealing with the number of dele-
gates, lines 23 and 24? The Chair has none
other.

DELEGATE DELLA: Mr. President.
THE PRESIDENT: Delegate Della.

DELEGATE DELLA: Mr. President, is
the entire report before the Convention?
The reason I ask that is in section 3.05 or
3.06 on redistricting, it says that if the
General Assembly does not act, then the
