306 CONSTITUTIONAL CONVENTION OF MARYLAND [Oct. 26]
The Ayes have it. It is ordered. The ques-
tion arises on the motion to amend the
motion to refer—
DELEGATE WHITE: Mr. President.
THE PRESIDENT: For what purpose
does Delegate White rise?
DELEGATE WHITE: I rise on a point
of personal privilege.
THE PRESIDENT: State the personal
privilege.
DELEGATE WHITE: My good friend
from the First District, Rybczynski, has
called the name of Delegate Miller, and he
has fallen into the same trap which he
alleges my good friend Nick [Nicholas
Schloeder] on my committee allegedly fell
intoby calling names.
THE PRESIDENT: Delegate White, I
do not believe you are speaking to a per-
sonal privilege under the rules.
DELEGATE WHITE: I understood that
he stated that the motion was aimed at Mr.
Miller. It was not.
THE PRESIDENT: Very well, sir.
DELEGATE WHITE: I wish to rebut
this. I did not have Delegate Miller in
mind. I am aware of his infirmity, and I
am not going to call the name of the
person whom I have in mind, unless I am
requested to do so by the Chair, but I refer
to a gentleman I have personal knowledge
of.
THE PRESIDENT: Delegate White, I
think you are exceeding the point of per-
sonal privilege. The question arises on the
motion to amend the motion, by adding at
the end thereof a provision that the Com-
mittee on Rules give attention to the rela-
tionship between the attendance of mem-
bers at meetings of substantive committees,
and their voting as members of such com-
mittees. A vote Aye is a vote in favor of
the amendment, a vote No is a vote against
the amendment.
Are you ready for the question?
(Call for the question,)
All those in favor, signify by saying Aye;
contrary, No. The Noes have it. The
motion is lost. The amendment is rejected.
Delegate Gleason.
DELEGATE GLEASON: Mr. Presi-
dent—
THE PRESIDENT: The question now is
on the principal motion.
DELEGATE GLEASON: I move the
previous question.
(The motion was duly seconded.)
THE PRESIDENT: Previous question
having been moved and seconded—for what
purpose does Delegate Weidemeyer rise?
DELEGATE WEIDEMEYER: I rose
not knowing they were going to vote on
this matter, to make a motion to substi-
tute—
THE PRESIDENT: I think the motion
would be out of order. This motion takes
precedence. Are you ready for the question?
(Call for the question.)
The question arises on the motion to
refer Resolution No. 18 to the Committee
on Rules, Credentials and Convention Bud-
get for consideration and report of its
consequences in the light of Convention
Rule 28 [29].
DELEGATE GLEASON: Mr. President.
THE PRESIDENT: The question arises
on the motion of the previous question. I
am sorry.
All those in favor of the motion to the
previous question, signify by saying Aye;
contrary, No. The Ayes seem to have it.
The Ayes have it. It is ordered.
The question now arises on the motion
to refer Resolution No. 18 to the Commit-
tee on Rules, Credentials and Convention
Budget for consideration and report of its
consequences in the light of Convention
Rule 28 [29]. A vote Aye is a vote in
favor of the motion, a vote No is a vote
against the motion. The Chair thinks a
roll call vote is desirable. For what pur-
pose does Delegate Storm arise?
DELEGATE STORM: Point of inquiry.
Mr. President, what would be the effect on
Resolution No. 18 if this is not referred
to the committee?
THE PRESIDENT: It is still on the
floor for discussion and consideration, and
unless some action is taken pursuant to
another motion, it would be referred by
the Chair pursuant to the rules of the Con-
vention.
DELEGATE STORM: In other words,
it would not still be in effect?
THE PRESIDENT: It would not be. A
motion to adopt Resolution No. 18 has been
reconsidered. For what purpose does Dele-
gate Weidemeyer arise?
