WHEREAS, the General Assembly di-
rected the Constitutional Convention to es-
tablish an information service for the pur-
pose of regularly communicating to the
people of Maryland information about the
proposed new Constitution in order to al-
low them to become informed before voting
in the referendum on the proposed consti-
tution; and

WHEREAS, it will be necessary to con-
tinue a program on public information with
a committee of delegates to formulate the
program and supervise a public informa-
tion staff from the time of adjournment of
the Convention until the voting in the ref-
erendum; and

WHEREAS, it will also be necessary to
maintain a staff and offices for an indefi-
nite period following the close of the Con-
vention in order to conclude the business
of the Convention and to compile, preserve,
and publish where desirable, its files, rec-
ords, transcripts, histories and journals;
and

WHEREAS, it will be necessary to pro-
vide for offices, and to engage employees
needed to carry out this work,

NOW, THEREFORE, BE IT RE-
SOLVED, that the Constitutional Conven-
tion carry out the mandate of the General
Assembly by providing for a program of
public information to continue after ad-
journment of the Convention until the ref-
erendum on the constitution proposed by
the Convention, and be it further

RESOLVED, that the President of the
Convention be directed to appoint from the
delegates a chairman and members to a
post-Convention Committee on Public In-
formation which shall formulate an impar-
tial public information program for the
purpose of communicating to the neonle of
Maryland information about all pertinent
issues, and which shall provide for the
publication of the whole Constitution pro-
posed by the Convention in such manner as
will allow the people of Maryland to be-
come informed before the referendum, and
be it further

RESOLVED, that the President be au-
thorized to select a staff and establish of-
fices to provide for the orderly conclusion
of the business of the Convention, includ-
ing the compilation, preservation and pub-
lication where desirable, of its files, records,
transcripts, histories, and journals, and be
it further

RESOLVED, that should funds in the
Convention budget be inadequate, the Presi-
dent is authorized to request sufficient

funds from the State of Maryland to fully
implement this resolution.

THE PRESIDENT: The resolution is re-
ferred to the Committee on Calendar and
Agenda. It will be printed and made avail-
able to you as early as you are available
on Tuesday. It will be on the calendar for
action as soon as we conclude considera-
tion of pending matters.

Delegate Stern.

DELEGATE STERN: A point of per-
sonal privilege.

THE PRESIDENT: State the privilege.

DELEGATE STERN: My chart, which
has probably been the only piece of dem-
onstrative evidence, I would like to present
to Dick Case, inscribed "To Dick Case,
without whose efforts this chart would not
have been necessary".

(Laughter.)

THE PRESIDENT: Delegate Finch, if
your camera is still operative you may be
able to get a real action shot.

DELEGATE CASE: Mr. President, in
view of the lateness of the hour, all I am
going to say is that this chart is going
to bond me together with Howard Stern
for a long, long time.

THE PRESIDENT: Delegate Case, I
suggest to you that if you are really as
fond of that chart as you appear to be,
and if you can devise some way to frame
around that piece that sticks out. I think
you can get the office across the street to
put a frame on it for you.

Before recognizing Delegate Powers, I
want only to say to you that the latter
part of this year has been indeed one of a
great deal of work and trying efforts but
I think also has been one of very close,
warm and enduring friendships, and I for
myself want to wish you, each and every
one of you, a very, very pleasant and re-
laxing weekend and a very happy New
Year.

(Applause.)

DELEGATE POWERS: Mr. President,
without continuing the music, I move we
