The question arises on the adoption of
Amendment No. 8 to Committee Recom-
mendations LB-1, LB-2, LB-3 as amended
by Report S&D-16. A vote Aye is a vote in
favor of Amendment No. 8. A vote No is a
vote against. Cast your vote.

(Whereupon, a roll call vote was taken.)

THE PRESIDENT: Has every delegate
voted? Does any delegate desire to change
his vote?

(There was no response.)
The Clerk will record the vote.

There being 90 votes in the affirmative
and none in the negative, the motion is car-
ried. The amendment is adopted.

May the Chair divert a moment to make
a request? I have noticed not merely today,
as a matter of fact more particularly in
the past few days, a number of delegates
taking pictures during the session.

May I request all of the delegates who
do this, and any of the others who can, if
they would be kind enough to make several
duplicates and send them in to either my
office or the President's office so that we
can include them among the documents
turned over to the Hall of Records. These
are the kind of informal snapshots that
might be very interesting in the future
documents.

Are there any further amendments to
section 3.06? section 3.07?

Delegate Gallagher, do you desire to
offer your Amendment X?

DELEGATE GALLAGHER: Mr. Presi-
dent, I would be delighted to consider it. I
do not have it before me.

THE PRESIDENT: It deals with sen-
ate districts and I thought we had that.

DELEGATE GALLAGHER: That was
Amendment No. 1, which should be dis-
tributed and marked Amendment 1, Mr.
President.

THE PRESIDENT: Yes, thank you
very much. Pages will please distribute
Amendment X. It is Amendment 1.

Are there any other amendments to 3.07?
3.08?

While checking a few of the amendments,
let me take a moment to make another an-
nouncement. As indicated yesterday, the
commissions are here with the exception of
two, I am sorry to say, Delegate Agnes
Smith's and Delegate Ritter's, which can-
not be delivered to you today because they
lack the Governor's signature, and he is
not available. They will be ready for you
I understand Tuesday. All other commis-
sions are here, framed. Some of you have
seen them. We did not put them on the
desks for fear that they would be knocked
to the floor and broken. If you will just re-
main in your seats for a few moments just
prior to adjournment, the pages will bring
you your certificate and you can take it
with you.

Are there any other amendments to sec-
tion 3.08? 3.09? Delegate Gallagher.

DELEGATE GALLAGHER: Mr. Presi-
dent, I would like to offer Amendment N,
as in nobody.

THE PRESIDENT: Pages will please
distribute Amendment N, for nobody. This
will be Amendment No. 9. The clerk will
read the amendment.

READING CLERK: Amendment No. 9,
to Committee Recommendation LB-1, LB-2,
LB-3, as amended by Report S&D-16, by
Delegate Gallagher: On page 4, section
3.09, Compensation of Legislators, in line 5
after the period strike out the remainder of
this line and all of lines 6 and 7 and insert
in lieu thereof the following words: "A
salary increase enacted during one term
shall not become effective before the next
term. No Senator".

THE PRESIDENT: The amendment is
submitted by Delegate Gallagher. Is there
a second?

(Tli e motion was duly seconded.)

THE PRESIDENT: The Chair recog-
nizes Delegate Gallagher.

DELEGATE GALLAGHER: Mr. Presi-
dent, ladies and gentlemen, this amendment
is offered to substitute for the sentence in
section 3.09 which reads, "The salary of
a member shall not be increased during his
term of office", because it would appear
from that language that no act could be
passed during the term of office of a mem-
ber of the General Assembly increasing his
salary.

The intention of the Committee would be
better served and explained by the lan-
guage proposed in the amendment which
would read "a salary increase enacted dur-
