2990 CONSTITUTIONAL CONVENTION OF MARYLAND [Dec. 30]

THE PRESIDENT: Is there any other
discussion with respect to Amendment No.
4? Are you ready for the question?

(Call for the question.)

The question arises on the adoption of
Amendment No. 4 to Committee Recom-
mendations LB-1, LB-2, LB-3 as amended
by S&D-16. A vote Aye is a vote in favor
Amendment 4; a vote No is a vote against.
Cast your vote.

(Whereupon, a roll call vote was taken.)

THE PRESIDENT: Have all delegates
voted? Does any delegate desire to change
his vote? The Clerk will record the vote.

There being 112 votes in the affirmative
and none in the negative, the motion is
carried. The amendment is adopted.

The pages will please distribute amend-
ment P, for Paul, and Q for Queen. Amend-
ment P is Amendment No. 2, on which you
have already acted. Amendment Q is
Amendment No. 3 on which you have al-
ready acted.

Are there any other amendments to sec-
tion 3.15? The Chair hears none. Are there
any amendments to section 3.16 ? Delegate
Gallagher, do you have any amendments to
section 3.16?

DELEGATE GALLAGHER: Mr. Presi-
dent, I have none to section 3.16, but I do
have one for 3.15.

THE PRESIDENT: I think that is the
one we just acted on, is it not ?

DELEGATE GALLAGHER: The one
prior to that amendment R, Mr. President,
as in railroad, if I may use the term.

THE PRESIDENT: What section?

DELEGATE GALLAGHER: Quorum,
page 5, section 3.15.

THE PRESIDENT: Pages please dis-
tribute amendment R, "R" for railroad.

This will be Amendment No. 5. The Clerk
will read the amendment.

READING CLERK: Amendment No. 5,
to Committee Recommendation LB-1, LB-2,
LB-3 as amended by Report S&D-16, by
Delegate Gallagher:

On page 5, section 3.15, Quorum, in line
43 strike out the word "each" and insert in
lieu thereof the letter "A"; and in line 45
after the word "business" insert the words
"in that house".

THE PRESIDENT: The amendment is
submitted by Delegate Gallagher. Is there
a second?

The amendment is seconded by Delegate
Bennett. The Chair recognizes Delegate
Gallagher.

DELEGATE GALLAGHER: The pur-
pose of this amendment is to make it clear
that we do not intend that a majority of
the members of both houses shall constitute
a quorum, but that we are talking about
each house. The section would read, "The
majority of all members of a house shall
constitute a quorum for the transaction of
business in that house."

THE PRESIDENT: Are there any ques-
tions of the Committee Chairman ? Is there
any discussion? Does everyone have a copy
of the Amendment R?

DELEGATE KIEFER: Mr. President, so
that we do not really get behind here, will
you state which numbers refer to which
letters so we will be correct, please ?

THE PRESIDENT: We have not yet re-
ceived the printed copy for Amendment No.
1. Amendment No. " 2 is "P" for Paul.
Amendment No. 3 is "Q" for queen. Amend-
ment No. 4 is "T" for tear. Amendment No.
5 is "R" for railroad.

Do all delegates have copies of all the
amendments, now? Is there any further
discussion of Amendment No. 5 ? Are you
ready for the question?
