2988 CONSTITUTIONAL CONVENTION OF MARYLAND [Dec. 30]

withstanding the fact that it is not printed?
The amendment is to add after the word
"in" in line 37 on page 4 the words "any
of". The Chair hears none. This will be
Amendment No. 2 by Delegate Gallagher.
Is there a second?

(The motion was duly seconded.)

THE PRESIDENT: Tjie amendment hav-
ing been seconded, is there any further dis-
cussion ? Are there any questions of the
Committee Chairman? Are you ready for
the question?

The question arises on the adoption of
Amendment No. 2 to add after the word
"in" in line 37 on page 4 the words "any
of." A vote Aye is a vote in favor of the
amendment; a vote No is a vote against.
Cast your votes.

THE PRESIDENT: Have all delegates
voted? Does any delegate desire to change
his vote?

(There was no response.)
The Clerk will record the vote.

There being 102 votes in the affirmative
and none in the negative, the motion is
carried. The amendment is adopted.

Are there any further amendments to
section 3.12? The Chairs hears none.

Are there any amendments to section
3.13? The Chair hears none.

Are there any as to section 3.14? Delegate
Gallagher.

DELEGATE GALLAGHER: Mr. Presi-
dent, in section 3.14, on line 25 at the end
of the line, I would move to add the words
"and subcommittees" and on line 31 after
the word "committees" in the middle of
the line also add the words "and subcom-
mittees". This would confer upon —

THE PRESIDENT: Give me that again,
please.

DELEGATE GALLAGHER: Line 25, at
the end of the line, after the word "com-
mittees", add the two words "and subcom-
mittees", and on line 31 after the word
"committees" add the words "and subcom-
mittees".

This would confer upon subcommittees
the same privileges which we confer upon
committees of the General Assembly with
respect to meeting between sessions and
with respect to the production of records
and papers.

THE PRESIDENT: Is there any objec-
tion to considering as an amendment to

section 3.14 in line 25 on page 5 after the
word "committees" add the words "and
subcommittees" and in line 31 on page 5
after the word "committees" add the words
"and subcommittees" ?

With no objection, this will be Amend-
ment No. 3. Are there any questions of
the Committee Chairman ? Is there any
discussion? Are you ready for the ques-
tion?

The question arises upon the adoption of
Amendment No. 3. A vote Aye is a vote
for the amendment; a vote No is a vote
against. Cast your vote.

(Whereupon, a, roll call vote was taken.)

THE PRESIDENT: Have all delegates
voted ? Does any delegate desire to change
his vote?

(There was no response.)
The Clerk will record the vote.

There being 100 votes in the affirmative
and 1 in the negative, the motion is car-
ried. The amendment is adopted.

Are there any other amendments to sec-
tion 3.14 ? The Chair hears none.

Are there any amendments to section
3.15? The Chair hears none.

Are there any amendments to section
3.16? The Chair hears none. Are there any
to 3.17? Delegate Case.

DELEGATE CASE: Mr. Chairman, I had
an amendment to 3. 10. I would have to ask
you to rule whether it is style or substance.

THE PRESIDENT: Has it been printed?
DELEGATE CASE: It is being printed.

THE PRESIDENT: Very well, state the
amendment, then.

DELEGATE CASE: In line 8, after the
last word in that line —

THE PRESIDENT: Page what?
DELEGATE CASE: Page 6, section 3.16.
THE PRESIDENT: I have it.

DELEGATE CASE: Line 8, after the
word "except" add the words "the budget
law and all".

The purpose of this amendment —
THE PRESIDENT: Wait just a second.

Is there any objection to considering,
notwithstanding the fact it is not printed,
the amendment to section 3.16 to add, after
