THE PRESIDENT: All in favor, sig-
nify by saying Aye; contrary, No.

The Ayes have it. It is so ordered.

The question arises on the adoption of
Amendment 18 to Committee Recommenda-
tion EB-1 and EB-2 as amended by S&D-
13. A vote Aye is a vote in favor of Amend-
ment No. 13. A vote No is a vote against.

The Clerk will record the vote.

There being 48 votes in the affirmative
and 56 in the negative, the motion fails,
and the amendment is rejected.

mendations EB-1 and EB-2 as amended are

to the Committee on Style, Drafting and
Arrangement.

The next item for consideration on the
calendar is the Report of the Committee on
Style, Drafting, and Arrangement S&D-16.
This is a report which deals with Commit-
tee Recommendations LB-1, LB-2, and LB-3.

DELEGATE PENNIMAN: Mr. Chair-
man, if I may, before making the report,
ask the indulgence of my fellow delegates,
I would like to note that today my wife
and three of my children are in the bal-
cony. If I watch the use of my words, I
guess I would not say that my wife is here
to celebrate an anniversary, but perhaps to
reassure herself that the once young man
whom she married twenty-seven years ago
today really still does exist and does work,
even though she seldom sees him.

THE PRESIDENT: And he is still
young.

(Applause.)

DELEGATE PENNIMAN: I was going
to ask prior to the 'welcome that in the
course of the welcome you make it clear to
her that I might be able to get home for
dinner tonight, and that we will indeed quit
by five o'clock tonight.

The changes in the Legislative Branch
Recommendations have been few indeed.
As I look at these each time as I am re-
porting them I find that we make fewer
and fewer changes. It seems that there are
three possibilities: Either we are becoming
more respectful of others; or, as some of
my critics have suggested, we simply got
tired; or the third possibility is that all of
us are improving in matters of style. This
is the one that I would choose.

There are virtually no changes, as you
can see, in sections 3.01, 3.02, 3.03 and 3.04.
There are no changes, except that I would
like consent to make a change of my own
for an effort of my Committee or in the
typing, one or the other.
