The question arises on the adoption of
Amendment No. 8 to Committee Recom-
mendation EB-1 and EB-2 as amended by
Report No. S&D-13. A vote Aye is a vote
in favor of the amendment. A vote No is
a vote against. Cast your vote.

(Whereupon, a roll call vote was taken.)

THE PRESIDENT: Has every delegate
voted ? Does any delegate desire to change
his vote?

(There was no response.)
The Clerk will record the vote.

There being 97 votes in the affirmative
and 1 in the negative, the motion is carried
and the amendment is adopted.

Are there any other amendments to 4.19?
4.20? 4.21?

Delegate Morgan, do you desire to offer
your Amendment S?

DELEGATE MORGAN: That is correct.

THE PRESIDENT: Pages please dis-
tribute Amendment S.

This will be Amendment No. 9. The Clerk
will read the amendment.

READING CLERK: Amendment No. 9,
to Committee Recommendations EB-1 and
EB-2 as amended by S&D-13, by Delegate
Morgan :

On page 8, section 4.21, Qualifications of
Comptroller, in lines 43 and 4(> respectively
in each instance after the word "election"
add the words "or appointment".

THE PRESIDENT: The amendment hav-
ing been submitted by Delegate Morgan,
is there a second ?

(The motion was duly seconded.)

THE PRESIDENT: The amendment
having been seconded, the Chair recognizes
Delegate Morgan.

DELEGATE MORGAN: Under the ex-
ecutive article, if there is a vacancy in the
office of comptroller, the governor can
make the appointment. This requires that
an appointed comptroller have the same
qualifications as an elected comptroller.

THE PRESIDENT: Is there any dis-
cussion?

(There was no response.)

The question arises on Amendment No. 9
to Committee Recommendations EB-1 and
EB-2 as amended by Report S&D-13. A vote

DELEGATE MORGAN: I do.

THE PRESIDENT: Pages please dis-
tribute Amendment L.

While we are waiting for that, this
amendment has the same problem. We
will have the possibility of two governors,
two comptrollers, and two attorneys gen-
eral. The Committee on Style will please
keep that in mind.

The Clerk will read Amendment No. 10.

READING CLERK: Amendment No. 10,
to Committee Recommendations EB-1 and
EB-2 as amended by Report S&D-13 Dele-
gate Morgan, Chairman of the Committee
on the Executive Branch. On pages 8 and
9, section 4.22, Election of Comptroller,
strike out all of line 50 on page 8 and all
of lines 1 through 8, inclusive, on page 9
and insert in lieu thereof the following:
"The comptroller shall be elected for a term
of four years by the voters of the State and
shall serve until his successor has qualified.
The term of the comptroller shall begin on
the first Wednesday in January following
his election unless that day is a legal holi-
day in which case his term shall begin on
the next day."

THE PRESIDENT: The amendment is
submitted by Delegate Morgan. Is there a
second ?

(The amendment was duly seconded.)

THE PRESIDENT: The amendment hav-
ing been seconded, the Chair recognizes
Delegate Morgan.

DELEGATE MORGAN: Mr. President,
this is simply for the purpose of spelling
out the election provisions for the comp-
troller in the same manner as we did for
the attorney general just two minutes ago.
