to Committee Recommendations EB-1 and
EB-2 as amended by Report No. S&D-13 by
Delegate Marion: On page 10, section 4.26,
Reorganization of the Executive Branch,
in line 38 strike out the word "orders" and
insert in lieu thereof the word "order"; and
in line 40 strike out the word "each" and
insert in lieu thereof the word "the".
In line 37 strike the word "the" and in-
sert in lieu thereof the word "on".
THE PRESIDENT: The amendment is
submitted by Delegate Marion. Is there a

THE PRESIDENT: The amendment is
seconded.
Delegate Morgan.
DELEGATE MORGAN: Mr. President,
we have no objection to this amendment. It
is purely a matter of style.
THE PRESIDENT: Delegate Penniman,
do you have any comment?
DELEGATE PENNIMAN: Mr. President,
my only comment is that if we are going to
change it to the singular, that it might
read better if we say "an executive order,"
rather than to begin the sentence on line
37 with "the," because it would be "an",
meaning "any".
THE PRESIDENT: Would you accept
the amendment?
DELEGATE MARION: Yes, sir.
THE PRESIDENT: Is there any objec-
tion to considering the amendment modi-
fied so that in line 37 the word "the" would
be changed to the word "an"?
If there is no objection, the amendment
is considered as so modified.
T,he amendment has been recommended
for adoption by the Chairman of the Com-
mittee on the Executive Branch and the
Chairman of the Committee on Style. Is
there any discussion?

DELEGATE MARION: Amendment C,
Mr. President.
THE PRESIDENT: Is this intended to
be only a style change ?
DELEGATE MARION: It is so intended,
Mr. President. I do not think the Chairman
of the Committee is willing to acquiesce so
readily, but as I understand the meaning of
the sentence, the words which 1 seek to de-
lete by this amendment really are saying
the same thing as chief administrative
officer, but are just calling him by another
name, since the entire sentence refers only
to the appointment of chief administrative
officers.
The word "head" is used in other con-
texts, and it is misleading to use the word
"head" in line 28.
THE PRESIDENT: The Chair does not
agree that it is an amendment as to style.
I think it involves more than that.
We will recognize you at the proper
time.
